Interesting. Thanks for the picture, mi Lady.
I don't think we can read too much into it. For all we know, it might mean that they are working on a Legion test server to allow people to respec as they wish. Or it might mean that it will come over to DUST for Aurum. Or it might mean that CCP knew that we Mercs are looking for any scrap of information like Sherlock Holmes in regards to the game and Hilmar said "You know that John Wick thing? Well, how about another one to get them digging at the walls."
There IS a reason why his name is CCP Hellmar...
So who the hell knows? Hopefully the devs.

Probably for EVE. It's shocking that people on here say that someone with 15mil SP will have an advantage over someone with 40mil SP just because of a respec. There's no critical thinking going on there. True, but the interesting thing is that it states "mercenary's skills" rather than Capsuleer, which is what EVE pilots have been known as since I think the very beginning.
Plus, EVE is much, much, MUUUCCCCHHHH more set in stone as written by Moses/Jesus/Buddha/Allah/Flying Spaghetti Monster about never giving Skill Refunds. The only time I can remember there being a refund was when the learning skills were completely removed and that was because it was about 20% of a newer player's SP and the change was too big to not cause problems without refunding. DUST is more liberal in that regard, being a different game and more casual, about them.
I would still be surprised if it means what it might mean. EVE has had small arms and tanks on the market interface for a while now but obviously no way to buy or make them. With the economy never coming, it sits there as a relic of things not meant to be.

So who the hell knows? Hopefully the devs. It shouldn't be Aurum. We'd essentially be paying $20/wherever else just to reclaim all our SP back into unallocated, if not more. It would be better if it was somewhere around 100mil ISK, and cost our assets. Again, this is all up in the air and we are probably reading WAAAYYY too much into this.
CCP brought back BPO's because people wanted it and bought them. An Aurum SP refund would have people clamoring to throw cash at the screen. I would not be surprised if (assuming "this is a thing") this was another "give the people what they want so they give us money" plan.

Every 3 months I think but it is TOTALLY different. (Scratch that, it is every year)
In EVE, you get SP from training a skill rather than spending it like in DUST. You earn SP based on the amount of Primary and Secondary Attribute you have based on the skill. For example, Spaceship Command is Perception (primary) and Willpower (second), I think been a few years. So the more Perception and Willpower you have, the faster you finish earning the skill because you get the SP faster.
Remap lets you change where your attributes are. This is nice because with a good plan and remap, you can shave off a week or two of training for a long push into something. Yes, there are programs for EVE that let you carefully plan out the most efficient remap so you get skills you want the most the fastest.
Remap has nothing to do with SP otherwise.

I still think we are reading too much into it but I have always found it curious how people would say "This is New Eden; it needs to be X because that is how it is in EVE."
I have never heard this about any other game. I have never heard that complaint about TF2 because it is more of a carefree shooter compared to CS. I doubt anyone would say "World of Warcraft has terrible classes because there is no Headhunter, Grunt, or Webspinner; WTF Blizzard!" Saying that a game has to be like another game in methodology because they share the same universe and creator is something that players only do with CCP. But I digress from what the original point of this message is:
Again, too much being read into this. There is also the market where we can see Caldari Assault suits in EVE but we now know that EVE integration will NEVER happen in DUST and may never happen in Legion. Hell, LEGION may NEVER happen...
