Your three choices for AV are swarms, plasna cannon and Forge Guns.
Swarms are the simplest to learn, hardest to get the timing down. It also requires a well-fit dropsuit to be successful. Any dropsuit can be an acceptable platform for swarms. Don't buy into the BS that the minmatar commando is the only worthwhile suit for the job. It's a bald-faced lie.
Plasma Cannon is the hardest to learn but utterly hilarious. It can also be used with great effect on infantry. It's kinda like a rocket launcher. Gallente suits work best here, with a very slight edge to the gallente commando.
Forge guns are the most efficient AV in DUST currently. It does require good aim and patience to learn. It is also the most narrow path. You have to use a sentinel suit or heavy frame to use it and the heavy frames don't have the resilience of a sentinel.
In all cases if you are looking to be dedicated AV as your chosen role take a last look at that KDR stat and remove it from your mind as important. Your value to your team is measured in how badly you can make enemy vehicle drivers panic or die.
I don't recommend skilling heavily into swarms because they are useless against infantry.
Until you get past 15 million SP AV is DUST 514 hard mode. You aren't going to get rich like some players. You play AV because you enjoy watching vehicles explode, period.
Find a corp, squad up and learn.
The best way to learn is to play assault, get something to advanced and then branch out into the role that most appeals. This creates a home point you can always fall back on as needed and lets you see how everything works in the game before you dive into the shark tank wearing a chum suit.

Good point on the suits, I have seen scouts fit an advanced swarm and bolt pistol/smg and be highly effective vs vehicles due to their ability to jump over guard rails and move over the landscape quickly to run down fleeing vehicles. Something even the fast Minmatar Commando suit has issues with despite the vast stamina regen.

I've heard swarms aren't any good unless you skill all the way up and get the Wyromkinomi-whatever-the-f*cking-name-is swarm launchers. Run strictly BPO suits to farm ISK. Never run full adv or proto. :P

I have been where you are. My life time KDR was once as low as 0.23. DUST was my first Console game, and my first FPS in 20 years.
Run a Standard level suit, and Standard level Swarm Launcher. Use higher level modules, but only Standard level equipment.
Equip AV grenades. Against Tanks, try to get close and toss 1 or 2 AV grenades before you start shooting Swarms.
Against Dropships, shoot one Volley of Swarms and then Reload. They will go WTF when the first volley hits, but when it is not followed up they will often stick around. Then you can get 3 more volleys off in quick succession.
LAVGÇÖs will get you kills. I call a LAV with 3 occupants a GÇ£Clown CarGÇ¥ and they are very juicy. You should be able to kill a LAV with the Swarm Launcher alone, but if they get close toss an AV grenade on it.
AV grenades are also good finishers.
Also, I can't believe that name was not already taken. Nice Score!
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

try either a militia SMG or a Ion pistol
in your Skills points focus only on one thing that your drop suits upgrades which is all shield and armor levels also try get your PG an CPU Upgrades too that helpful for your fitting suits
since your running Gallente region try get a active scan or nanohives for supporting your team as much you can

Thanks to all of you for the advice and help. I will try out the suggestions and stick with it a while longer.
Without going into detail, I will just say this.
Things haven't been going so well in my real life. When I got on this forum this afternoon and saw all the replies to my thread I was genuinely surprised.
That so many of you took the time and made the effort to type out thoughtful advice and took an interest in me as a new player is uplifting to me. That my sound corny to you, but if you knew me you would understand.
Even if it's just a game forum, it meant a lot to me, and I wanted you to know.

You won't make ISK running Swarmmies, trust me. CCP buffed basic and advanced not too long ago, but it's still go proto or go home if you want a chance at killing anything. Even then pilots bail so you might make sone WP off of destroying a vehicle, but your kill-count will be low.
Plus swarms are a huge SP sink since you need a second weapon to defend yourself against infantry. (BTW, regular weapons don't damage vehicles, only certain ones, that's why you don't see regular infantry fire on vehicles.)
My suggestion for isk is to run militia (cost nothing) in ambush. It doesn't matter how much you die, you will make some coin.
Secondly, decide on a role/suit and skill to Adv. level. Get a weapon to L3 with L3 prof. You can be competitive in that, you don't need proto right away. (However, proto-level bonuses are good to have, even if you can't afford to run proto, the bonuses will apply to lower level suits, so that's perhaps the best advantage of taking a suit to proto.)
Work on your cores, armor, shields, and level up pg/cpu skill so you can fit better gear.
There is a long learning curve, run with someone who can watch your back. Learn the maps, choke points, cover, escape routes. Learn to run away (very important)! Skill into uplinks, dropping them in strategic places will generate a lot of WP.
Consider active and passive boosters to skill up a bit faster. It costs actual money but worth it if you plan on sticking with it. If you are still undecided, don't make that investment quite yet.
When I started, I was happy to get a couple of hacks or kills. Then I had a goal of 200 wp, then 500, then 1,000 and then 2,000 or more. It will happen but it does take time. Adjust your expectations accordingly.
I'm playing Destiny nowadays but am a 45M SP DUST player (played actively for about 1 year), and am an A/V specialist.
