I run dual plasma cannon gallamando and the fed gallente commando looks solid. There are a couple of things I would like to say though.
- high slot is perfect. A complex damage mod works wonders against vehicles. Adding anything other than the damage mod would be a waste of plc potential against vehicles and with a plc fitted this fit is perfect to help keep vehicles at bay if not help destroy them.
- remove reactive plate and add either a full plate or a full repper. I've found that an extra repper provides some extra viability and durability since the commando already has a decent buffer. Choose one or the other, reactive plates make the suit lose too much sustainability in battle. Like I said though, choosing the repper over the plate will help sustain a lot longer and will keep downtime to a minimum. Players will thank you for it.
***low slot layout should look like this: 2x complex armor rep, 1x complex plate
- equipment slot: the scanner is a great edition and adds good tactical value in team play. That being said, using and advanced one is sufficient and saves CPU and power grid. Even with proto, you won't pick scouts up and most other siutsuse little ewar. So if fittings are tight, the rope cuts first here.
*** a word on scanners for the commando. I've noticed that the quantum is better only if you are not willing to scan each time you get. If you are diligent with your scans the the regular variety gives more situational awareness because you can scan more often to give you a general idea of your surroundings. Definitely use the regular variety for this fit.
- weaponry: even though I am a hardcore plc aficionado, I do admit that the assault rifle and the plc would make a great match. Both getting the damage bonus means that the weapons remain relevant and there is no wasted sp investment. The problem here would be prioritization. I don't see this suit as a full av fit since just 1 plasma cannon isn't going to get the job done solo. I suggest only putting an adv plc to save on fittings and sp costs and equipping a proto assauat rifle. This way it becomes av support and a pest to vehicles in general while maintaining a solid anti infantry role. Only having am adv plc also means that a character can use this fit even with plc operation level 1. Most people have assault rifles level 3 or above.
The plasma cannon functions as a great initiator/finisher and of course that ohk can end a flusterclunk before it happens. I see this fit having a holy sh*t factor that many people might not expect, specially when a heavy is rounding a corner and you blap him in the face before he evem gets a chance to fire a shot.
Final thoughts: the fit is solid. Reactive plate is a no go. Downgrades to adv scanner and advance plc to save on fittings and sp investment. Apart from that, all is good.

In eve, even though gallente are hybrid users, their distinct affinity is for blaster type weaponry. Having bonuses to damage or rate of fire increases raw damage output creating brawler type play styles. The Deimos heavy assault cruiser is an example having bonuses to Damage. On the other hand the caldari always have an affinity towards range making rails the weapon of choice. An example on the caldari side would be the eagle heavy assault cruiser or the rokh battleship. Both have bonuses to distance that cannot be fully appreciated with blaster type weaponry. Gallente always has the highest DPs but shortest range and caldari has had the longest range and lowest DPs of the two when it comes to hybrid weaponry. Hence the affinity of gallente towards blasters and caldari towards rails

This actually sounds like a good idea to keep people interested in few. TBH I would even suggest putting up some officer variant weapons to be purchusable only when you reach max standing. Also make their prices the equivalent of buying officer ships in eve where the Average Joe has to save up for like a week or more to be able to purchase 1... IDK some uniqueness that is only obtainable through FW
