It wouldn't be a suit that's anymore special than a Standard/Advanced/Prototype but it cost the same in LP and ISK but has a different paintjob for the levels. (or maybe have a special suit for level 10 that's slightly better)

Example (Federal Marines):

Level 2 suits: Federal Marine's Assault G-1 / Scout G-1 / Heavy G-1

Level 4 suits: Vanguard Sergeant's Assault G/1 / Scout G/1 / Heavy G/1

Level 7 suits: Aegis Lieutenant's Assault gk.0 / Scout gk.0 / Heavy gk.0

Level 10 suits: Luminaire Marshal's Assault gk.1 / Scout gk.1 / Heavy gk.1
Something that's slightly special will be given to the Level 10 suits, after all you did spend countless hours getting level 10 for your Faction.

They're also more practical than changing the shoulder emblem, which was mentioned by CCP before, but would be nearly impossible to actually see.
