[Suggestion #1]
-Re-configuring the scout bonuses, of Ewar, to apply to module efficiency.
Reasoning: This will put emphasis and incentive on using the E-War modules, and therefore take away from a tanked scout. Players can still run their bricked Assault scout, but they will no longer inherently benefit from the E-War bonuses.
[Suggestion #2]
- Removing passive scans completely from the the scout role, and giving them to the commando class.
Reasoning:
I have never quite grasped the logic of why a highly stealthy and mobile role was given a inherit motion sensor. There is a fine line between using scans to avoid targets, and then just to increase your slaying potential.
As for the commandos getting passive scans? I think it perfectly augments their role and ironically their name. Firstly, they're slow moving by nature. Thus, their passive scans are used more for defense, then offense of a scout. Furthermore, if shared vision is ever fixed. You would actually have commandos manually relaying orders and enemy positions to the the team.

I can agree with #1.
Not so much #2, especially if #1 is implemented.
As someone who hacks while keeping my one eye on the tacnet for possible attackers and devising an exit strategy, we either need the extra HP to survive attacks we can't see coming or need to see attacks coming because we are so squishy.

In addition to suggestion 1 would like the scout bonuses to be changed to so that they must sacrifice tank to fit it. This is what it should look like: Amarr- bonus to range amplification (must sacrifice armor modules to fit range amps) Min- hacking [must sacrifice shields for hacking (this implies they figure out how to move code breakers to the high slots)] Cal- Precision (must sacrifice shields for precision enhancers) Gal- Dampening (must sacrifice armor for dampeners)
For Suggestion While I am in favor of scouts not having passive scanning on top dampening what would be the point of Precision Enhancers on scouts if it was entirely removed additionally if theirs no passive scanning their is no need for range amps which knocks out two of the Ewar modules. What would you change the Amarr's bonus to? Personally I think it needs to be toned down on the scout and given to another role but not entirely removed.

Removing tacnet sharing will only benefit scouts. Heavies and Mediums will be eternally blind to what's going on around them, whether they have a scout watching out for them or not.
Rather than talk about removing shared passive scans, why not focus on making it a little easier for mediums and heavies to play at e-war, too?
A lot of hard work was put into the new scout bonuses in delta, I really do not want to see it all scrapped. |

At the moment, all heavies and medium frames see via passive scans are other heavy and medium frames, plus whatever lazy scouts aren't dampened enough.
Undampened scouts can fairly easily be picked up with scanners and shared with everyone.
If passive scans were removed, Assaults would have a much easier time sneaking up on heavies and taking them on, as would Logis. They would also have reason to engage in EWAR amongst Assaults, and trying to flank or ambush other Assaults and forcing red Assaults to dampen.
Instead of worrying about everyone knowing your position and acting accordingly, you would only have to worry about the scouts themselves.
Make no mistake, passive shared scans will neither help nor hinder scouts in their approach, but will enable a more dynamic EWAR interplay between medium and heavy suits.

I was referring to shared scans but you seem to be specifically talking about passive scanning in general. With shared scans, heavies see what the scout sees, no more, no less.
On the topic of removing passive scanning completely, why would anyone need to use a dampener if there was no passive scan at all?

Sorry in advance for having misunderstood you. Good call. I was lazy with my post, and I corrected it. I was referring to both shared passive, and passive scans at different points. I edited my post for clarification.
Let me know if it is still confusing.
