Rather than talk about removing shared passive scans, why not focus on making it a little easier for mediums and heavies to play at e-war, too? Give them a reason to consider using an Amp, or even a Damp with one of their slots.
A lot of hard work was put into the new scout bonuses in delta, I really do not want to see it all scrapped. Actually, it will benefit heavies and assaults more if passive scans are removed.
At the moment, all heavies and medium frames see via passive scans are other heavy and medium frames, plus whatever lazy scouts aren't dampened enough.
Undampened scouts can fairly easily be picked up with scanners and shared with everyone.
If passive scans were removed, Assaults would have a much easier time sneaking up on heavies and taking them on, as would Logis. They would also have reason to engage in EWAR amongst Assaults, and trying to flank or ambush other Assaults and forcing red Assaults to dampen.
Instead of worrying about everyone knowing your position and acting accordingly, you would only have to worry about the scouts themselves.
Make no mistake, passive shared scans will neither help nor hinder scouts in their approach, but will enable a more dynamic EWAR interplay between medium and heavy suits.

On the topic of removing passive scanning completely, why would anyone need to use a dampener if there was no passive scan at all?
Sorry in advance for having misunderstood you. Good call. I was lazy with my post, and I corrected it. I was referring to both shared passive, and passive scans at different points. I edited my post for clarification.
Let me know if it is still confusing.
