To do Pilots properly you would need to have modules you put in the suit that specifically boost the abilities of the vehicles you're in so you're encouraged to use a better suit with more slots to get more of a benefit. This would require a whole gambit of new modules for suits. These are just ideas of the possible Pilot class, there's no need to add negative feedback

Well I think the fundamental problem is that currently there is no behavior in the game that makes a suit modify the performance of a vehicle. The only thing we've ever had that can change vehicle performance are skills, and while you could have a Pilot Suit Skill which does this, I doubt it's actually coded to only work when you're in that suit.
So if that's true, Pilot Suits simply won't happen without a client update, as the code would need to be updated to add a behavior where a skill will only apply to a vehicle if a certain suit is used. So I don't think Pilots are feasible for Dust at all, honestly.
But if you want to speak conceptually for Legion, Link Modules are the way to go. Pilot modules would give bonuses to aspects of the vehicle that correspond to similar slots, so a Gallente Pilot suit would have a lot of low slots, and a module to boost armor repair rate would be a lot slot module for the pilot suit. Same would go for say a module that boosts shield HP, and that would be a high slot item.
This encourages you to match the race of the Pilot suit to the race of the vehicle, as it's slot layout would work best in boosting the strength of that race's vehicles. Higher tiered suits give more slots/resources like other suits, and thus you would be encouraged to use better tiers to get more bonuses.
