Soraya hits the nail on the head with this post... though I'm not certain in the way he intended 
You see, respecs would allow players to alter their skills to be better in line with the current meta. For some players, yes, that means speccing into the fitting most likely to wrack up a high K/D. For others, it's having the most efficient logi fit, durable sentinel, or sneaky scout...
The point is, for a brief moment, the player (that's you and I) will have what we desire most. That's BAD for CCP's bottom dollar. Players who "win" at Dust 514 will leave and with them goes CCP's income.
So what does CCP do? They move our target by manipulating the metagame. What can't "win" when the new FotM changes constantly. I've heard the term "perfectly unbalanced" before and I think it aptly applies here.
TL;DR - We won't get respecs because that will cost CCP money. When CCP can charge us for the ability to respec then we can respec every day if we want.
This is about money. That's it. Not player retention or "Respecs r hard u guyz".

Isn't one of the "CPM Operation and Function" points that CPM should bring up pain points to CCP? Like for example, the extremely high desire for respecs since hotfixes keep updating our metagame.

Funny you say that... the majority of what I learn about the future and state of Dust 514 is from CPM. Which is fine, in my book, but not the way it is supposed to work.
