If there is a glitch/exploitation, then you are right. He should be punished and I would classify that as cheating. I'm just asking because I came across the same issue and I WAS able to hit the guy perched on top of the MCC.
Changing position is just running to a new place and crouching no?

Anyhow TechMech Meds has a point considering the fact that you ONLY do ANY good when the long time players and corps squads all lay down for the day/night and leave the newbies and players like you on the server to try and further themselves or likewise, you in this case (unless you have less than 7mill SP), try to act like you good to the newbs and turn to **** as soon as anyone with a decent standing in this game decides to keep on playing even when most of their buddies are off.
As stated if you have more than 7 million SP then to ME you should have a decent amount of skills or points into a skill to make you at least survive for a few hundred wp's unless skilled very poorly.
 But!!! As stated you have points into the RR so you shouldn't have any ****** problems whatsoever while adding on the fact that there is a militia for every starter suit, most weapons, AND mods!!!
So step your game up or just STFU. Choose one.
