You shouldn't have to do a specific counter to such scrubiness, that then makes it a legitimate tactic. Running the enemy over in a jeep is not and never has been a widespread battlefield tactic, for the simple reason that you'd instantly get chewed up by small arms fire. It's only Dust's crazy logic that means a super fast, super light, super cheap vehicle can circle squads of infantry indefinitely without serious risk of injury unless they happened to bring full blown anti-tank weapons.
A MLT HAV isn't The counter to your problem it's just the best one I could think of off the top of my head. Ground vehicles have their place in Dust, it's open, flat, space. so if you can't stand the heat get back in the city.
