While I can list of all the expected changes in behaviors I am rather hoping to hear about feedback to this idea instead. Have at it.
This would be the day all the Dust514/Legion PS3/PC exploded because of a game. Seriously, Dust 514 community already proved that the equipment spam makes the game unplayable, and your solution is to make people spam even more? Wouldn't it be easier to set a hard cap per side for each equipment on the map? like, 5 drop uplinks, 5 nanohives etc?
People wouldn't place 30 drop uplinks on the roofs, they would probably set 3-4 of them but they would be easily destroyable. This would also prevent WP farming with uplinks and nanohives, saving our poor hardware all the work.

CPM's idea of 1 spawn per uplink (grenade) sounds like you'll just have more people spamming areas with them.
Failing that, having a max amount per player could get the job done, rather than max amount per type... Lets face it the spam is usually 1 or 2 players with all the loyalty varients throwing everything they have around a supply depo.
Rooftops are fine apart from the bugs, which having the uplink/hive on the player would solve.
Uplinks on player would actually solve the problem and would make the game more interesting imo.
