The tin foil is so very, very real.
Likely we haven't heard anything about Legion for awhile because of a double whammy of:
(1) CCP dissolved their Dust specific community department and let go some of our best community managers in the process. This was a business decision, but basically the only community manager from whom I get the vibe that he really cares about Dust is...Logibro. For the last while Logibro has probably been very busy making arrangements for the CPM elections, and likely has time absorbed by Eve-related tasks as well.
The only other community rep I ever see posting Dust related stuff is Falcon, and it always seems like he's doing that out obligation rather than desire.
(2) They legit don't have that much to say. As mentioned, CCP just let go quite a few staff members. They announced who remained out of the community team because we'd be able to figure that out anyways. The development team? Not so much. There's no way of knowing how many devs Shanghai lost, and no way that CCP are going to release those numbers to us. The CPM probably know, so that's interesting. In this interview, before the layoffs, Atli said that Shanghai had approximately 60 developers. http://www.rockpapershotgun.com/2014/05/03/project-legion-eve-online-preview-interview/ . That number has probably shrunk. That means there are fewer people producing news that can be delivered to the community, fewer people to facilitate delivering that news, and probably more work per person to do internally.
Legion is the most back-burner of back-burner projects out of CCP's New Eden games. Valkyrie has buzz, it could be their next money spinner. Eve is potentially a bit stagnant at the moment, but it's nowhere near dead. Legion? Legion is a dream in a few people's heads- an attempt to salvage sunk costs from ruining Dust with bad decisions for two straight years. Don't be surprised if news is extremely slow about Legion until Valkyrie gets into people's hands.
That being said, the tin-foil about them not making it is absurd. If that were the case, they wouldn't have obligated themselves to flying 7 CPM members to China for practically no return on that value for CCP.

You're right, their under no explicit obligation as far as I'm aware. I don't think they agree to a contract with the CxM members despite there being an NDA involved. That being said, there's no way they're going to sign up a CPM, put resources into holding elections, take their volunteer hours, deal with interacting with them, and then they're going to pull a Lannister and not fly them out to Shanghai in several months.
For a company in a slump like CCP, it's not okay to do things like that. Any more significant PR blunders that end up being public-facing (such as screwing over the people involved in one of their most-cited PR points) just aren't tenable at the moment.
I now sell tin foil wholesale. We even do installation for your whole house.

Okay, but seriously, there's no substance to suggestions that Legion has been cancelled. They are very busy, doing things. I'd like to see more out of them, but there's not much I can say on that yet. As CPM you are the voice of the people. We have a right to know where the product stands. Go fetch some answers. Its not hard to come here as a DEV and give a brief status update.
The time investment it takes you to post and the time investment it takes to make a good post are distinctly different. Make sure you're approaching this with the proper frame of reference.
