Like for instance the hidden 10% damage buff people keep telling me about. Half them say its on the first skill on the weapon tree others say its the skill that unlocks damage mods. Can someone enlighten me about the hidden stat bonuses in all the skills or at the least point me somewhere so I can check out said bonuses. |

The only way to increase weapon damage in game is by increasing the 'proficiency' skill at the end of each weapons skill tree, by putting a damage mod on your suit, or by skilling into and using the commando suits.
Proficieny nets you up to 25% damage with the weapons preferred damage type; ARs and Scramblers for shields, Rail rifles, Combat rifles, Sniper rifles, and Mass drivers for armor.
Damage mods currently can give you up to 5% increase in general damage per mod placed on your suit, but it has a stacking penalty, so each mod you place gives you less of the bonus than the one before.
Commandos when leveled up to V give you a 10% increase in general damge for the light weapons that share the same race as the suit. Gallente get Assault rifles and Plasma cannons, Caldari gets Rail rifles and Swarm launchers, Amarr gets Scrambler rifles and Laser rifles, and Minmatar gets Combat rifles and Mass drivers.
But there is no 'hidden' 10% damage bonus to anything that I am aware of.

The 10% damage buff is an artifact of launch.
In beta there used to be a skill called Weaponry tht at 5 added a 10% damage buff. It was removed at the same time multiple weapons ate a 15-30% damage nerf causing TTK to rise too sharply. The weaponry bonus was applied to the weapon base stats to compensate for EHP rising and DPS falling off sharply.
Everything has since been rebalanced multiple times so the magical 10% buff is no longer relevant. It is mostly a rant point of a few dinks who firmly believe anyone who does not adhere to their method of play (at the time assault/AR was the favored meta) should be nerfed, marginalized orotherwise rendered irrelevant because "only scrubs play that way, LOL crutches."
You will see a lot of that idiocy on these forums. Pucker up and protect your butt at all costs. Welcome to the forum prison yard. |

AR is terrible? I have it maxed out and although overshadowed by the other rifles it can be really good. |

My theory on the existence of AR QQ is:
1. It was vastly inferior after 1.7 and pre-RR and CR nerfs. A lot of players dropped the AR then, and never really tried it again.
2. It has horrible synergy for its race. The Gallente are low module focused meaning they are likely to have low end movement speeds. Most of their weaponry are focused on CQC (Shotguns, assault rifles, PLCs) making Gallente actually pretty bad with their weapons in comparison to generally faster suits IE the minmitar and Caldari. However with the exception of Galmmandos there wasn't much point to focusing on just your races weapons anyways. This isn't the only case though, Rail Tech being mostly about aiming down sights at great distances favors Gallente and Amarr armor tanking. This is why personally, I thought damage type specific suit bonuses was a good way to gimp yourself strategically.
3. It is shield focused damage wise which armor tanking is the FOTM as a higher buffer = an easier 1/1 kdr as opposed to the speed tanking and fast recovery of shield based tanking.
4. Armor offers higher numerical values, which means the AR takes more time to kill if a suit is better.
People QQ about the non-standard variants the most, which imo, is working as intended. The assault burst is not supposed to outperform the combat rifle and the Assault Tac is not supposed to outperform the scrambler rifle. If you want to compare the performance of the Assault rifle you have to compare it to the CR, ScR, and RR assault variants. When compared to these variants it has the lowest hipfire dispersion, higher magazines then the CR and RR, higher damage then the CR, the ScR and RR have horrid hipfire, etc. etc. the standard variant is very good for CQC against shield stacked opponents. However, as mentioned before that isn't the meta. And as mentioned before Gallente generally suck at getting into CQC range.
I tend to put assault rifles on suits that I want to engage in CQC with that have good speed, without being as gimped as getting into shotgun/smg range. the biggest issue in meta suits is that the Weaponry philosophy and Suit philosophy for half the races (Caldari and Gallente) are counter intuitive to each other. That tends to happen when you base your designs on a completely different game (IE how the space navies fight in Eve) instead of addressing completely and newly how their land warfare would be centered based on their tech (Short range plasma should not be focused on slow moving armored vehicles/suits.) Just like Caldari rail tech shouldn't be focused on fast moving shielded units.
I guess you could argue that Caldari could be cover based, although maps often make this impossible... while you could argue that kincats can help gallente, but this seems impractical for medium suits which are most likely to use rifles. |

The 'hidden damage buff' is a myth that's been going around for a depressingly long time.
There was never any 'hidden' damage buff. There was a 10% buff to weapon damages at the start of Uprising to compensate for the loss of the Weaponry skill bonus, but that was applied directly to the stats and there was never any 'hidden' bonus.
It frustrates me greatly when I do a DPS calculation and some moron comes along and says "But what about the hidden damage buff?" It doesn't exist.

Sadly this is what DUST is these days.
A populous who has to go out on the internet and really sift through web pages and web pages and forum posts to find relevant information.
CCP doesn't teach players how to play their game.... They just assumed we would make videos for them explaining it all... Which they seem to forget Other developers actually incentivize content creators to do... by money or perks. Even CEO Pyrex hs been approached by SoE to do videos for Planetside 2.....CCP? they showed a funny video at fanfest, then proceeded to kick every console player in the head.
The average player in DUST right now operates on half truths or something they heard in squad chat. The Educated player that generally knows what they are talking about is largely gone.
We get more posts on peoples "Feelings" then actual relevant game issues or purposed solutions on forums anymore.

Hell I got 10 kills with it yesterday in a match and I was trying to die so I could switch out because I didn't want to run to the depot.

The AR is still a fine weapon in regular play, and the breach is pretty decent as well so long as you're not facing a heavy in CQC or people who use cover liberally.
As for the burst and the tac, they too become quite good when they are easily controlled after the Gallente assault suits bonuses are applied. Hell, last night I faced a team consisting almost entirely of proto scouts using my Tac, and I was able to solo defend a letter pretty much the entire match killing 22 of them and only dying to insta-gib weapons, (kallikiota FG, Core locus, Duvolle SG.)

Here's a question: If you have a commando suit at lvl 5, a complex damage mod and proficiency at lvl 5, are there any stacking penalties between these damage increasing skills? Or do you get the cumulative effect of the three skills? 10%+5%+15%?

There are not stacking penalties there, however you have to remember the 15% proficiency only applies to the weapons preferred damage type.
