I'll go ahead and assume you have no clue what's actually in Hotfix Charlie, so
here is the spreadsheet (click it), its organized into different categories that you can switch between by clicking the tabs on the bottom.
Its also downright silly to think the CPM are responsible for hotfixes, CCP Rattati made a ton of threads to gather feedback from everyone, and the final products of the feedback determined what the content of the hotfixes were.

If you believed the opinions being given were biased you had every right to express your opossing opinion.
Futhermore what is actually the problem?
1) Gallante and Minmatar are getting buffed slot layouts with caldari and amarr rejigs to more accurately reflect their races preferred styles. This is good for the game because while you have freedom to fit what you like, you aren't going to be seeing many caldaris with more armour than shields.
2) Damage Mods are having their overnerf revoked, actually making them viable in comparison to extenders, therein discouraging brick tanking by the low slot heavy races and prehaps opening up the other opportunities for hih slots.
3) Swarm Launchers are having their damage output concentrated, so that STD, and ADV swarms are now a threat, this reduces the chances of tank stomping because even MLT swarms will now do a good amount of damage, all the while vehicles minimum survivability is buffed due to PRO swarms recieving a slight nerf.
4) Installations are being buffed to make them more pivitol in controlling the battlefield while then reduction to WP reward stops them being destroyed before the match really begins. It also forces tankers to take more care when entering enemy controlled areas less a turret be point right at them, forcing them to stick closer to their infantry and play more supportive roles.
5) Installation AI is being rebalanced, with it incapable of targeting infantry entirely and reducing initial lock-on to vehicles to within a 75m radius, further more the AI no longer dogs 1 player the entire match and missile turrets have been reduced to 250m range so they can no longer be used on dropships flying over the map actively participating in battle.
7) Nova Knives are being buffed to make them mkre rewarding and easier to use, plus receiving 50% effeciency to vehices (but not installations) adds yet another thing vehcile users have to consider.
8) HMG's are recieving a nerf via heat build up, which stops them from being able to maintain a stream of fire for such lomg periods, to the point where in the event of all else failing sheer numbers will now cause heavies to be fearful of more comprimising positions
The only thing that could be deemed problematic is the buff to pythons of which I personally believe to be too much, but only time will tell.
