The caldari doesn't have to pick a favorite bonus : The Caldari were given a dampening bonus to be competitive without the precision bonus. The Caldari still gets two bonuses no matter how you look at it it's not a module efficacy bonus. You should be happy that they even got dampening.
The amarr is also not getting a speed bonus.

But the other scouts are definitely vulnerable. Cal & Gal are just always at each other's throats, it's always going to be competitive amongst those two.
But that was my ultimate fear about charlie. People aren't going to be motivated to scout with the Caldari scout. It's a problem even now: Shield stacking caldari scouts are a ******* thorn. But now without the precision bonus people, like you, aren't going to see precision viable anymore and stack shields because they lack motivation.
I've been precision stacking my gallente scout and it can't get that low of precision. A logi can get lower yet I still pick up lower level or poorly fit scouts. People should realize that what's on paper is not always what on game: precision will still be viable for the caldari it's just that now that Caldari scout have to work harder at it they feel like they'd rather not even try. It's a really a ****-poor attitude but really I know that they won't try, common folk like the path of least resistance.
