I played a domination game in the Gallente Research Facility and everyone on the opposing team was a heavy. Everyone....
Aside from when they spammed equipment in the supply depot and objective rooms while on other suits, they played the entire match as heavies. To confirm this, I ran around with my cloaky scout and came across 6 heavies at the supply depot, 5 at the objective, and a few others in the other room.

This is the reason for the heavy nerfs.
it's to lessen the spam..
players who chose gallente for it's op slots compared to other heavies made it far to common, there were no other heavies which could stand toe to toe with it, and the fact the most players noticed it quickly meant a loss of balance
the heavies in general were not op, they were over used.
1 assault type weapon vs 1 hmg from it's optimal range would always win, but that was never the situation.
in charlie: 1.Amarr get the better slots and stats now, there's less of them.... for now. 2.caldari get a new low slot, this will help heavy v heavy balance as they can use a logibro better, etc 3. minsent are the same slot wise at proto level, brings me to.. 4. advanced suits are much worse than proto.. to discourage people from respec into amarr heavy (or others) unless they really want to due to the hard slog of getting to proto. 5.at the same time assault suits are being balanced and should hopefully become a realistic option again. (all those assault players had to go somewhere, won't of ALL become scouts) 7. Nerfs to pg/cpu fitting a heavy will be much more difficult now, again fotm players will feel it most i think 8. hmgs becoming trickier to use, either learn how to do it right or stop playing as a heavy. 9.heavy damage mods left alone-light weapon mods boosted. fairly obvious that one. 10. slight range nerf, this will give all assaults, most commandos and a fair amount of scouts the drop on a heavy as well as allowing their re-balanced, damage mod boosted light weapons to bear against the now easily overheated lower ranged (and unlikely to be a proto) hmg.
so you see i think that heavy spam will ease considerably in charlie.

And with my Amarr heavy on your team, I'd have slaughtered at least half of those n00b heavies, and made them frustrated enough to switch suits.
