I don't think you understand do you? They are using the same engine they used for DUST as they are for legion. The reason it took forever and a day for new content on DUST is because they had to make while trying to work around the PS3's software architecture, which considering as a studio they had never stepped out PC, is pretty damn difficult.
Porting Legion to the PS4 will be similarly difficult, because even with the more Computer Oriented Architecture their engine still lacks cross-platform publishing support (because they built themselves), so they will have to make Legion again from scratch in order to port it over succesfully without any bugs.

Hey guys let's make an FPS for a console. Great let's hire a studios worth of people to work on limited lifespan console who still be using a Gaming Engine they've never worked with. Umm you realise we don't have any personnel budget right? Top Brass says it should be fine to use peoole we already have. Great, just Great
Unfortunately it would make sense to do so, from your my standpoints, but frommthe money side of things, that's a lot of money for contracts, training new equipment and numerous other things just to make a game on a console that was already halfway through it's lifespan, had architecture completly different to anything that came after it and so on and so forth.
In a prefect world, where money, time and investment were no object, yes they probably would do that, but unfortunately we don't live in a prefect world.

I mean they are paying quite a few untalented ones at the moment...
You realise that isn't the norm right? Do you really think a game like battlefield or Uncharted could be made by just 4 people? Do you how many people built the last Assassins Creed?
The people who made no man's sky are using some new techniques in the industry that has significantly decreases their work load. But that kind of technique can't be used here in DUST or legion it's not efficent enough for our scale.
The whole point of no man's sky is that both the universe and the planets you go onto are practically limitless, only on that kinda scale is it useful.
As for good bad business practice, it made them money so yeah DUST was a good buisness practice in the end. It got more people to play EvE, it got people to buy boosters and the like, that's all games companies are after
That's why Indie games such as no man's sky are considered revolutionary becuase something other than money drives them. But that doesn't mean they make games of the same 'caliber' as the bigger companies, they are caled Indie Games for a reason.
