1 The damage profiles need to be adjusted to 100/100 vs shield/armor. Let's face it, we won't be getting racial snipers ever, and this would make them viable against every race.
2 Actual crosshairs instead of a dot or the new circle that has been suggested. Snipers need better tools to be more acurate.
3 After zoomed ih using the left stick to help line up a shot should not cause sway. Using the ds3 requires the use of both sticks to aim properly in every game ever. This i s probably the #1 thing that needs addressed. If this isn't fixed, I have to say the only fair fix would be aim assist added, which I don't think anybody would be happy about. Aiming with only half the tumb sticks is just rediculous.
4 The zoom profiles on all weapons need adjusted with a possible multi zoom function. a. Thale left alone and charge gets the same. These weapons should be the long range killers. b. Tactical reduced to what the charge has currently. This rifle should be used by mobile snipers shadowing their squad/ team. It would also need a clip increase to 7 to perform this role properly. c. The regular sniper rifles (ishukone) should have get multi zoom. This would be make them the jack of all trade weapon. long range but not over the top damage or close range but slower rate of fire than the tac.
5 Small adjustment of the redline would also be fair for some maps. I hate not coming out of the red, but manus peek is a good example of a bad redline. moving the red at least to the tops of some huge maps gives the enemy a fair chance to to get into small arms range. This would not remove redline sniping, but at least would push them so deep in their red they would be unlikely to get more than 2-4 kills on any given map (pretty much pointless).
6 There needs to be incentive to come out of the red for everyone. Have an isk/sp cap that can be earned by time played as we have now but at a reduved isk/sp. Once out of the red your time is recorded and has a isk/SP multiplier. This would reward players for getting somewhere usefull and penalize stat padders.

Forgot a few things: 7 change the hud color so it isn't obscured by similar background colors. You cant kill if you cant see the crosshair placement on an enemy/ equipment.
8 Put intel with in the scope hud. A sniper has to make split second decisions and current information placement hinders intel relay to team/ squad as well as wether or not to engage or save ammo.

That being said, suits base stats are typically somewhat normalized, and all suits have a fair amount of armor and shields, despite tanking type, with the Amarr being the biggest outlyer. So essentially the difference in armor vs shields is quite a bit smaller than the HP total. Also, because armor tends to have more HP that shields, by normalizing the damage, you gain a much smaller amount of Shield HP damage than you lose Armor HP damage.
So by normalizing, you'll do a little bit more to shields, but a lot less to armor, and since you need to cut through both armor and shields on all suits, in most cases making it 0%/0%, you're actually nerfing the damage overall. True. I didn't do the math but I think changing the percentages vs shields would help too. I just wasn't sure what actual % to add to give damage a slight buff without actual adjusting the weapons themselves.

Not only will you need to do more damage in general, when do you do need to do less, its a lesser change than the increase in needed damage against armored units. Note that I didn't take the sentinel's resistances into account since I didn't want that to skew your perception of how this change would affect other suits, I just picked heavies since their high HP pool would show the differences the most. good information and thanks for the work you put in. I should have said leave armor profiles alone and buff vs shields.
