The problem is that you're trying to make a direct comparison between the two, and they both dictate very different playstyles. Not all heavies are about stacking on as much HP as possible, in fact I'd argue that most are not like that.
Armor heavies are more about stacking on a lot of HP to buffer tank through most encounters and then have a Logi rep them up afterwards. Amarr is more buffer focused with Gallente having some room for regeneration.
Caldari on the other hand should take advantage of their high shield regen, particularly so because while Armor Repairers increase by an absolute value, Shield Rechargers and Energizers are a percentage which allows for some insane regen rate given the CalSentinel's high base regen.
The fact of the matter is that if you play you Caldari Heavy the same way you play a Gallente or Amarr, you're gonna have a bad time. You can't just sit there and take it like Gallente or Amarr does, you need to be more mobile, using your high regen to get your HP back quickly between short engagements, rather than getting up close and personal and relying on your HP to survive the fight.
Different suits require different playstyles, even within the same role. |

The 4/1 slotting provides a choice of using that low slot for reg , rep or reactive plates. The 4th high slot provides a slot for extra shielding , damage, energizers, rechargers and for the brave enhancers.
Shields recharge for all armor tanked suits . Armor tanks can equip armor rep easier or rely on a logi. With 2 regs on a Cal suit you have to rely on a logi or survive on shields only.
Well, *technically* Caldari suits in general should be fighting from range, ie far away from any possible incoming flux grenades. Now granted there are no long range Anti-Infantry Heavy Weapons, so you do have a point in that at close range the Caldari will suffer from Fluxes quite heavily, though that's more of a lack of long range AP weapons that they can make use of. |
