I would prefer that if they do it, they have to grind it out. FOTM players are the downfall of any game, worse in this game which some suits and setup are SUPPOSED to be far more powerful than the standard. The only people who will speck into FOTM are the one's who were just in the same to begin with .
It's going to be no different but why let the same players ruin it for those who's intent is to enjoy themselves more from a repetitive feeling that's lackluster to say the least .

But I guess if the happiness of those who are already content weighs more than those who are not , then I guess all is good business .
Can't make everybody happy , even if the numbers are like 60 / 40 ( more like 45 / 55 ) which could turn into 80 /20 but I guess it would still be 60 / 40 or more like 35 / 65 , because those who are trying to block it would be unhappy because they would have lost their edge .
This going threw changes , creating this endless circle .. creates a trend that would be broken with a refund .
The only reason anyone would negate one would be to keep whatever " supposed " edge that they feel that they have over most , everybody knows that they only one's who would have FOTM are the one's with a surplus in SP's , so they will try it out first ( The hierarchy ) .. come to the forums and talk about it amongst themselves because they will be the only one's with access threw their surplus , it's the same cycle of injustice as they cry , " Grind and live with your choices " .. while there was just another adjustment in the never ending search for " balance " .. but this instead keeps those who are on the top , at the top .

Just like CCP using this method to sell boosters .
I'm sure that they would make a hell of a lot more money after a refund .

I guess they just don't need money like they appear to .
You would think that CCP would have given the infantry refund that should have been in 1.8.
