Thing is, the CalScout is still extremely capable of detecting Scouts: it is just required to expend high slots to do so rather than getting free high slots and using it's less important (to the CalScout) lows for additional range so it can scan everything everywhere.
Now, it gets bonuses to lows, freeing up those two lows for further benefits, but it, like pretty much all of the other Scouts, has to give up it's primary tank to perform exceptionally. Getting down to 21db is plenty worthwhile, but it cannot be free with range at the same time.

One good fit? I can think of at least two: a low EHP high efficiency scanning suit that maximises EWar for range and precision, providing great intel to a squad; a high Shield HP suit that avoids detection entirely and still provides solid scanning, essentially operating as an assassin capable of avoiding contact with all mediums/heavies.
And I'm not even trying hard to think of good fits.

Why must people drag disagreements into the mud. Of course your standard is higher, this is the internet!
Seriously, both sides of the EWar coin are viable and both of those fits are viable. Whether they fit your play style or not does not invalidate a fitting.
