This has been a thing for quite some time now. Only not many people forge gun and even less brick tank to withstand forge rounds.
Now let me say that I am ~mehh, I guess ok with this~ as a Forger myself - IF it is intended gameplay wise. However lets be clear, it's totally ridiculous and looks even more ridiculous when the round lands on target and he doesn't move an inch lol.
I'm thinking I need to take proficiency to level 5 then it should be enough to defeat any heavy with any forge but I could be wrong.
I will say this, you wont have that problem with a Breach Forge or an Assault Forge ;-) love the Gastuns too but I am very interested to see what CCP makes for the NEW officer Forge.

Like I said many times, I don't have a problem with heavies, I'm a full time minmatar scout I either, outrange them with a CR/Scr Rifle or shotgun/remote/knife them when they're unsuspecting, OR run the **** away and just say "NOPE." I don't get why majority are so stupid that they think they can take a heavy 1 on 1 head on. Their HP is fine.

My heavy certainly doesn't have too much ehp.
But it does completely regen in about 7/8 secs and moves faster than most of my team.
Bricking a Min Heavy seems largely pointless

I've been thinking they're just about perfect right now: if i'm stupid i die, if i'm smart and maybe a little bit lucky i can whittle him down and kill him with my Exile AR/Toxin smg, if he's a good heavy then taking him on solo is a wee bit foolish, but i can prolly keep him busy until backup arrives.
Smells like balance to me.

lol him a scout too and it the only good counter to heavies imo but play assault or logi and tell me they are fine  if it wasn't of heavies i would never play scout,i love my commando most but i always get killed 1 on 1
