Currently, Complex Cardiac Regulators are sub-standard compared to the Standard and Enhanced modules, for both fitting cost and benefit.
This is because a number of actions (jumping and melee) take a proportional amount of stamina (% of stamina) regardless of total (max) stamina. Due to this, stamina recharge is more important than max stamina when it comes to jumping or striking, and even running over a long enough distance (multiple runs at max stamina, where recharge becomes a consideration).
Overall the system makes sense (no endless melee or bunny-hoping) but it does mean that the Complex Cardiac module (with its balanced bonus) is less effective than either the Standard or Enhanced modules (with their asynchronous bonuses), as they reduce the overall recharge time for stamina and are better for overall mobility.
As an example, and using the Min Assault as the baseline.
Min Assault (base):
Max stamina: 200
Stamina recovery: 50/sec
Time to recovery (full): 4 sec
With Standard Cardio (Stam recovery: 50%/Max stam: 25%)
Max stamina: 250
Stamina recovery: 75/sec
Time to recovery (full): 3.333 sec
Enhanced Cardio (Stam recovery: 80%/Max stam: 50%)
Max stamina: 300
Stamina recovery: 90/sec
Time to recovery (full): 3.333 sec
Complex Cardio (Stam recovery: 100%/Max stam: 100%)
Max stamina: 400
Stamina recovery: 100/sec
Time to recovery (full): 4 sec
So the only instance in which the Complex module is superior, is when running for 40 seconds with no break and no jumps. With almost any other combination of movements, the Enahnced/Standard modules will be superior.
I would suggest the following changes to Cardiac modules.
Standard -
Stam recovery: 50% (same)
Max stam: 30% (+5%)
Enahnced -
Stam recovery: 80% (same)
Max stam: 50% (same)
Complex -
Stam recovery: 130% (+30%)
Max stam: 80% (-20%)
This results in a tiered progression, and make the Complex Cardio module clearly superior in max stamina, stam regen, and time to full regen. As an example, and using the same baseline:
With Standard Cardio (Stam recovery: 50%/Max stam: 30%)
Max stamina: 260
Stamina recovery: 75/sec
Time to recovery (full): 3.466 sec
Enhanced Cardio (Stam recovery: 80%/Max stam: 50%)
Max stamina: 300
Stamina recovery: 90/sec
Time to recovery (full): 3.333 sec
Complex Cardio (Stam recovery: 130%/Max stam: 80%)
Max stamina: 360
Stamina recovery: 115/sec
Time to recovery (full): 3.13 sec

Made the spreadsheet slightly prettier, and made it so that modifying the base numbers would change the results automatically, to make it easy to change the proposal.
