I understand the issue, and problem it presents for someone attempting to counter-snipe. (it's really annoying) I just find another way to displace that sniper or ignore them and let them continue to red line snipe. Check back later to see if they've moved into a position where you can kill them. The bad players attempting to be good employ this tactic.
