If they're in a PC where it is all of their chums on either side sure, but in a pub? I highly doubt it (except for those who would read this and do it just to make my statement false). I think that would happen regardless of who made the statement, there would be at least a small handful looking to falsify it.
People do it anyways whether or not you brought it up. Right now, there are players who have Orca's or other command ships in Eve Online where they just sit near the sun or in a POS tower giving out fleet boosts for everyone doing Incursions in the system. However, since they're not on grid with the fleet, they don't get ISK or LP rewards so they depend heavily on ISK donations provided by those who are thankful for those giving the fleet boosts.
So it's going to happen regardless. It's an Eve thing to do.

These types of boosters are good on a per battle basis and are only deployed in public matches so the most number that you can willingly benefit is your squad and depending on function may stack. Costs Aurum of course.
thoughts? ideas? suggestions? restrictions? That does not seem to be in the New Eden spirit. Why should I benefit the community in a match where there might be Minmatar loyalists?
Don't under estimate the organizational capacity of the inhabitants of New Eden.
