I'd strongly recommend resisting the urge to hack off from other Scouts the things you want. The goal of Scouts is to see each of our suits become competitive; we will oppose efforts to butcher one to benefit another.
So ... get on the Scoutly bandwagon, or get creative and come up with your own suggestion.
Otherwise, you'll just get in the way and get nothing. Which would be pretty funny (in the saddest sense).

Alright I'll use my own suggestion from a while back
Increase regain and maximum stamina to 10% a lvl, decrease all the minmatars suits stamina regain below the Amarrs since that was one of are racial traits.

Except that scout either knows where you are at all times, is completely unscannable, or way faster than you.
If I fit damps to evade the Caldari scouts I get shotgunned in the back by Gallente scouts.
If I run precision enhancers to possible see the Gallente scout I get instakilled by a Caldari scout with a Six Kin Assault Combat Rifle.
If I run Kinetic Catalyzers to keep up with the Minmatar scout, I can't fit any tank and are pretty much blind against other scouts.
The suit has absolutely no role in the balance between the other scouts. Why? Because CCP gave out all the useful scoutly bonuses already.
The Amarr scout bonus is like the old Amarr sentinel bonus. No one needed 25% reduction to overheat damage on a heavy;_;

See, here's my problem with that. The suit is already behind Cal/Gal in terms of EWAR. It's slower than them all for a marginal amount of HP.
I have to use up half my modules just to bring the suit up to par with the base stats of most other suits. Cool. Might get 75 HP (If I have fitting left).
The suit is just so **** poor because the other scout bonuses are flat and not effecting modules like they should.
Cal scout without precision? Okay kiss your bonus goodbye.
Gal scout without damps? Good riddance to your bonus.
Min scout without codebreakers? No hack bonus.
Amarr without cardiac regulators? Same.
Stop giving flat bonuses, it's just stupid and promotes suits generally being better than eachother while the crappier ones has to use half of their slots and nearly all their fitting to keep up or counter what the other scouts are doing.
I'm a fairly good scout, but I don't even run it in PC. If the suit isn't being used competitively that should show you how bad it is. At least the min scout has a half chance in PC.

While I somewhat like the idea of ferroscale&reactive HP bonuses, I'd likely be much much more behind a reduction to the speed penalties on armor plates - as I want the most HP out of my slots if I have to fit 1-2 damps to avoid being seen by a cal-scout. Either the hp bonus goes up or the speed penalty goes down.
Furthermore, the amarr scout *really* needs to have the arbitrary -.20 m/sec less walking speed than the gallente fixed, 40 more armor hp and 10 less shields is not worth that loss of movement speed.
