I was reading a thread about CalScouts being OP (which it is) in Feedback and Requests, and I stumbled upon this gem.
Not sure what I'd propose for Gal and Cal instead, but it's a really nice idea!

Only the slot layout should suggest your playstyle, that is the only way to balance scouts imo.

This specifically is about intra-scout balance. Clearly Amarr and Minmatar scouts are considers underpowered right now, and Caldari and Gallente the reverse. Clearly there's a lot of agreement that the Caldari Scout bonus is very strong, and that the Gallente Scout bonus was reduced speaks volumes for it also.
I agree with shaman oga that making scouts as a whole be good at EWAR with slot layouts defining which scout is better at which form, is far and away the most sensible route.
As far as bricked scouts is concerned, I don't see so many of those around these days; Gal scouts rarely top out over 500 EHP recently in my experience. I think scouts are pretty okay at the moment vs the other frames (generally speaking). They just need some work internally.
Assault buffing is more to do with scout + heavy balance more than each individually.

Then you give minmatar a reduction to pg cost of sprint mods (and/or an efficacy bonus) And finally make the Amarr scout a pistol master by either increasing ammo cap or just giving it a damage bonus... I dislike the logistics bonuses enough.
Forcing a suit to use a particular module is just not something I'm a fan of.
On top of that, it still marginalises the Minmatar and Amarr scouts in an EWAR sense; they're still incapable of competing.
My opinion is that the EWAR bonuses should be minimal at best, like the GalScout's range amplification bonus.
This would hopefully be enough to allow that suit to be better than others for EWAR, but not the only option.
