If you want to run equipment, you have at least ADV lvl light frames that you had to spec into in order to unlock your scout, it has the same slot layouts as current scouts and they aren't super-buffed with scout bonuses. GET SOME USE OUT OF THEM.
Basically it boils down to your specialization. If you want to scout you scout. You don't have 2 weapons because your job isn't to dump massive amounts of ammo into people, it's to scout. You don't have equipment slots because you are a scout, you are there to scout the area, take out targets stealthily, and GTFO. Just like Heavies are not made to run around at 10m/s stealthed out and super scanning people, scouts are not made to run around breaching rooms and fighting on the front line or playing a massively damped super-passive-scanning Logi with high movement speed & small hitboxes. They are supposed to have a role and be versatile within it, not run every role short of heavy by themselves.
If you're specced as a scout and you want to speed in, drop uplinks or ammo or play pretend-logi, or you just HAVE to have a sidearm, you have at the VERY least an advanced light frame suit unlocked which can retain all the loadout options current scouts have minus the specialization bonuses.
The scout should be specialized for scouting, that is all.
