I went and tested with all the scout suits, to find out, what you could and could not see on passive scans. The Dampening Bonus to Proto cloaks appears more powerful than a 3rd or 4th complex dampener. Since Precision and Dampening mods do not say they have stacking penalties, either CCP uses a unique way to calculate scan profiles and scan precision, or it's a glitch.
This guide assumes the players have maxed out relevant skills.
Caldari with 4 Complex Precision Mods Can See on passive Scans.
- Galante Scout with Proto Cloak active and up to 2 Complex Dampeners.
- All other scouts with Proto Cloak active and up to 2 Complex Dampeners.
- All other scouts without Cloak active and up to 4 Complex Dampeners.
Caldari with 3 Complex Precision Mods Can See on passive Scans.
- Galante Scout with Proto Cloak active and up to 1 Complex Dampeners.
- Galante Scout without Cloak active and up to 2 Complex Dampeners.
- All other scouts with Proto Cloak active and up to 2 Complex Dampeners.
- All other scouts without Cloak active and up to 3 Complex Dampeners.
Proto Gal Logi with Proto Focused Scanner Galante Scout with Proto Cloak active and up to 2 Complex Dampeners. All other scouts NOT TESTED YET but it can be assumed while Proto Cloaked with 2 complex dampeners they can be seen, and up to 3 complex damps without a cloak active can also be seen. 4 may or may not also be seen while not cloaked.

Yeah but that chart is wrong. I know that chart that is what I always used as a reference point, until I found some errors in it. on that chart a 4 Precision mod Cal Scout shouldn't see a 2x dampened gal scout while proto cloaked, but he can. |

If you are talking about the caldari scout, it's passive scans. We played around with it on the oceanic servers and tried it all different ways.
If you are talking about the proto gali logi with proto focus scanners, we fooled around with that too and it would say everytime "you have been scanned" to the Gal Scout. |

We ran off scans from each other and had him approach me before he was showing up on scans |

try it with a full proto gal logi and a proto focus scanner 15 db. gal scout w 2 complex damp w/o cloak is 17.21 db w/ proto cloak is 15.49db
