Depends on the situation.
My 'General Purpose' fit goes KinCat, Codebreaker, and Damp (I know, I know, you're still really easy to scan passively by other scouts, but I've seen so many "SCAN ATTEMPT PREVENTED"s that I can't take the Damp off). All my other suits branch off from there. Pure Speed, Pure Hack (my favorite), Assassin, etc.
The only major change I make is on my EWAR (which does shockingly well) with a Shield Extender, 2 Precision Enhancers, 2 Range Amps, and a Damp; it's paper thin, but, all the Cal Scouts that come in thinking they know where me and my Heavy are and we have no clue where they are end up in a world of hurt. Especially when they think their cloak will make them invisible .
I'm also a cheapo on the cloak and stick mainly with the Advanced.
If you find an issue and I stumble upon your thread, I will do my darnedest to get the issue known.

Before Hotfix Alpha I used to have a dozen Minmatar Suits in my fittings. But the nerf to Cloak Field's dampening means all of them are useless the moment a Cal Scout is on the field. Which seeing as they were prevalent before Alpha they're just everywhere in every match now.

The idea that there is a proper or best way to fit a suit in general is a fallacy.
Instead, build your suits situationally. Let's look at just the Minmatar Scout:

After you DO hack it, you will not be able to defend it if there's even one scout involved when the enemy comes to take it back. You're missing an EQ slot?

All of the fits are missing the second EQ slot, all of the fits are missing damps. Tell you about fitting the Minja before proto gear? Don't mind if I do! (actually copying a post I put on the corp forum a few days ago)
So, the Minmatar Scout suit is a platform notoriously short of both CPU and PG - something that Minjas have been whining about apparently since before I even started playing this game. Unfortunately, I'm a roleplayer whose been in love with the Minmatar since I started playing Eve in 2007 so it was natural for me to roll Minnie in DUST. I've also been playing rogues in D&D and either Nosferatu, Toreador or Mekhet in World of Darkness for my whole RPing life, so running the Scout suit was a no-brainer.
I do not yet have the Scout skill at level 5, so the only way I can run a proto suit is if I buy one from the LP store. So I had to find a way to make do with the ADV suit in an environment where the scanning system favors the Caldari and Gallente scouts to a laughable degree. After experimenting with shield extenders and cloaks and everything else under the sun, I've settled on two effective fits. I've used these to good effect in pubs (Skirmish) and FacWar matches against some noteworthy FW corps (including OSG and Ultramarine).
It is important to note that with so little eHP, your KDR isn't supposed to be impressive at the end of a match (though if you're playing smart, it won't be terrible either) - but your WP total should be in the top 5 if you're playing your role effectively.
Bread and Butter: Minmatar Scout M/1-Series RS-90 Combat Rifle Ishukone Nova Knives Flux Grenades
2x Advanced Precision Enhancer 1x Enhanced Light Damage Mod
2x Enhanced Profile Dampener
R-9 Drop Uplink Remote Explosives
The precision enhancers will show you any scout who isn't damped and I'm pretty sure any of the clever damping assaults as well. I've found that shield extenders offer so little protection that I'm going to die anyway if I'm seen, so why bother with them at all. I carry the RS-90 for instances where I can't get close because either the enemy is too thick or it would just take far too long to make a circuitous route and flank their position. At least this way I can "slice the pie" using cover from a moderate distance and try to get them spread out a little before disengaging to attempt to flank. I consider the knives my primary weapon, though. It's why they're proto and the rifle is not.
Running without a cloak keeps you honest and teaches you good habits. At the Proto level, a cloak is viable as you'll have three lowslots for Damps, plus the proto cloak. But at the Advanced level, 2 damps and a cloak isn't going to keep you hidden, so it's pointless to try when you could have the added utility to your team of carrying uplinks or nanohives or anything else. With no cloak, a scout must pay extra close attention to tacnet and keep his head on a swivel (like everybody else) to avoid running into an enemy's field of view. With 200 eHP, you will be quickly killed from afar with rail rifles and laser rifles, and at midrange a CR or AR will send you to the CRU in a heartbeat. Don't get me started on HMGs...
The bulk of my time is spent sprinting between objectives, checking all of the likely spots for hidden uplinks (that is, "where would I put a link if I were here to put down links?"), hacking CRUs, hacking supply depots, fluxing equipment spam and, of course, hacking objectives on one end of the map when the enemy has focused all attention on taking/defending another objective on the other end of the map. You will also be able to take advantage of the hack speed bonus to hack an objective or CRU right in the middle of a firefight between your squad and the enemy (or a bunch of blueberries and the enemy in pub/FW) in some circumstances - always drop a remote on the point first, though, so when they go to counter-hack you can blow two or three of them up and your hack will succeed.
Often, clearing the uplinks and completing a hack wins your team the point because they can no longer spawn in reinforcements. Often, you will die several times doing this - especially if they have a Caldari scout on hand.
But it's worth it hearing the SL say "Good job whoever got that hack" repeatedly, or "Nice kill whoever got that logi" every time I stab a logi in the neck and get instagibbed by the HMG he was tending. My average match will run a Kill/Assist/Death line something like 7/4/10 (a good match is more like (14/3/6), but my WP is consistently over 1000 per match, often closer to 1300-1400 thanks to hacking all the things and intelligent placement of drop uplinks.

A few points of clarification:
1) Guilty as charged, I am a logi bro at heart, I just happen to have enough SP to have 1 of each type of suit (min scout, min logi, min assault, gal heavy and gal commando).
2) Those were pub suits, in PC I can be seen following around a fatty with a rep tool.
3) I run that hack suit all the time and am quite effective in pubs and PC. Pubs is obvious, people generally suck and you can be good with crap fits. PC, if you hack the letter and are expected to defend it, you squad is doing it wrong, I simply get in, hack very quikcly and then doing something else till i die or change suit, my teamates/squadmates help defend the hack.
4) Yea, I don't ninja, I was simply trying to make an example of how you should change your fits depending on what you are trying to do.
5) The uplink suit is quite useful in my experience.
6) I have a logi suit with 4 equipment slots for when I need them.
7) I was not trying to say those fittings are superior to others, just tried showing how you can use one dropsuit in a variety of ways.
8) I am an impostor and a fraud. I also got out already, I believe it was shortly after FanFest
PS. 1 complex damp with the cloak gets you unseen by most things to be consistently useful in pubs.

I know I need to get complex damps, and will be skilling that before I even get into the proto suit (because without cDamps, I'm just throwing ISK away on suits) - weekly SP cap kills me.
In pubs, I'm sure one or two cDamps will do the trick as long as CalScouts aren't present, but in PC with proto CalScouts... ugh. Also, I do have a couple of alternative fits, very niche, very situational. A shotgun suit with shield extenders, a suit with no remotes, just uplinks. I even have a suit with a lolswarm launcher (but I'm more effective vs. tanks using my REs and flux grenades - might switch to packed AV grenades in the near future, I'm hearing great things about them). The fit I posted is my bread-and-butter fit, though, because - at the SP level I'm currently at - it offers the best survivability. At the proto level, I'll be basically using the same fit because I'll still need the damps and I'll still need the PEs.
I MIGHT drop the PEs for shield extenders in certain instances, but despite the suit's innate speed and the hacking bonus, I can't see using kincats and codebreakers because A) their PG usage and B) without cDamps, every other scout sees me, which means their whole squad sees me, which means I'm not sneaking into anything if there's an enemy presence at all and the whole point of the scout is to get into guarded areas and hack all the things/sow chaos/get kills of opportunity/sabotage with well-planted REs/clear uplinks and other equipment and place friendly uplinks.
Everyone is telling us "be more versatile", but what you've gotta understand is that with the scanning system being what it is, we do not actually have the versatility that the 3/3 slot layout is supposed to offer us. Neither does the Amarr scout, for that matter.

I said many times not to mess with the scanning balance before alpha, look what happened. Just sayin' (Lots of others did too).
Buffing hack speed for Min would be good (I'm talking making it similar to min logis in 1.7).
At least you could fit 2 damps, a proto cloak and a hack mod and be able to hack fast enough (maybe) to be useful. Yes you could be scanned, but maybe triple precision cal scout deserve to scan you (controversial). What else are they gonna do? You can still triple damp and go kill them. Maybe Cal scan range bonus needs removing? Might help.
I don't know, I feel the hack speed needs improving to allow a decent hack speed with only 1 Codebreaker. I'm talking about ninja hacking here. You require a very fast hack to accomplish this. Would min logi levels of hack speed really be OP, especially considering the level of dampening required out of your 3 low slots? |
