A shield tank must tank armor. I still don't know why they put damage mod on the high slot.

Why are damage mods in the highs?
Because otherwise, instead of armour being slightly better, shields would be hugely better.

I think the old module system should be brought back- actives in the highs, passives in the lows.

Nah because quite frankly that's not how modules should work.
Both shield and armour should be able to passive and active tank.
