My skills don't seem to be applying to my militia rail rifle on my starter fit. The rapid reload skill anyway.

Militia gear reloads slower than the standard stuff. That's probably why you don't feel it.

No, I timed it with a stopwatch. 4.1 seconds, with level 3 rapid reload, which should make it 3.4 seconds, which is significantly faster.

Im getting pretty adept with my min sentinel. I might have to replace the shield reg with a kin kat and the energizer for more shield so i can stab people efficiently.
Built for that one stab in the face but longer regen.

It's militia gear. You pay maybe 900 isk per weapon. It's meant to be lowest of the low but still useable. Almost like a Kalashnikov.

Then why go military grade?
Performance per cost is many times more efficient on militia. Especially those who have BPO ones and its considered one of the larger problems in the game that people would rather stay with militia gear than to upgrade.
That's like saying why bother gearing up in an MMO your skills encompasses everything you'll ever need.

I agree, if it's the lowest gear that costs close to nothing and requires no skill in 'em, then they should remain the way they are. |

The incentive to upgrade is not everyone can cope with lower clip size and worse reload and less advantages overall.
You upgrade to cover your skill deficiencies. You stay low-grade to fix them.
Your actual SP earned skills applying to militia weapons helps this - your rapid reload skill may make you reload faster, but still not as fast as a normal gun would. Your commando skill makes your militia rifle more damaging by a percentage.... but not as damaging as a standard and above rifle under the same circumstance.
You can practice this way, because your skills matter, but you're still disadvantaged because they matter less. |

Eve side, my skills apply to the free rookie ships, hell they even have their own recommended skillsets. So why wouldn't we have skills apply to the rookie suits too?

Eve is tiericided though and its going further way way with all modules coming next.
Also rookie ships do not get a per level bonus unlike every other ship in eve just about save the shuttle.

I have scrambler pistol operation five and get 13 shots in a militia scrambler pistol. If skills don't stack on militia weapons then passives shouldn't stack on militia frames. I see no reason why skilling into a weapon shouldn't benefit militia variants. |

Instead of Militia only mode, frontline only mode, can only spawn in un-modified frontline suits! the suits get no bonuses in any way (gear, weapons, skills passives)
