Simple straight forward idea, make a new region called afk and encourage people that afk to go there, the oceania server has been destroyed by afkers, it is quite clear that you are unwilling to do anything punitive about the problem, so you might as well accept that people will afk, and provide a place for people to do it without ruining the game for other people.

as much as we would like to solve Crisis Australia CCP would never formally recognize the use of AFK they'd rather sweep it under the rug, put on a face, and say "it is an unintended consequence that we will try to fix" with crossed fingers behind their backs.
Australia pays for the inability of CCP to accept players avoiding the grind and their inability to make a game that makes you want to play....
I'm not resting in peace but rather wandering as a zombie in vengeance of no good reason

Better solution: fix the damned sp gain.
Currently every second spent in a game (even dooing nothing) gives you 5 sp
For every WP you get 1 sp.
Reverse the numbers.
1sp / second and 5 (or more, math need to be done) for every wp. |

It would be horrible for noobs if you completely reversed it. They'd never get anywhere, and the farming would be redonkulous. 4/2 would probably be pretty good
