IWS the answers to your second set of questions are very cut and dry. They are just a matter of professionalism.

Q) Should there been a CPM 0.1 instead where CCP picked another round of CPM members from outstanding community players? A) Only if CPM 0 were so burnt out that they did not want to do the job anymore or stopped playing DUST.

A) We are Beta testing closer Community/Dev interaction in the development process so that Legion does not flounder the way DUST did prior to Rattati. A) As a CPM member you should Chastise the member and report it to CCP. If it is felt that this member can no longer be relied on to uphold the NDA, then CCP should Dismiss the member. If the breach was done with the intent of harming the company/game and was successful, then CCP should take legal action. If this person is continuing to cause serious trouble, then CCP should Ban all their accounts.
Q) You have found out a fellow CPM member has breached the NDA in an minor and highly accidental manner. A) Chastise the member. If this appears to be a pattern and you donGÇÖt feel this member is capable of maintaining the NDA, then suggest to CCP that they dismiss the member.
Q) Months of ongoing frustration and opposing views has lead internal fighting and its getting ugly spilling out in front of the developers and/or players A) There should be attempt to resolve the situation internally, preferably with a member who is diplomatic and respected by both side mediating. If this fails, then get the CPM handler involved. Such disputes should be kept off the public forms. If a member takes the dispute public, the public response should be that the post was inappropriate and that further discussion should be handled internally.
Q) You have the opportunity to have legion canceled would you do it? A) No. Unless getting a game cancelled would have some measurable benefit, then the only reason to get it cancelled would be out of spite, and that would be wholly unprofessional!

A) You do not share the information. You can however share general information such as whether a subject has been discussed, if a decision has been made or is still being debated, and whether you are feeling confident or concerned about the process.

Q) Do you think that overplaying the card frustrates CCP and lowers the opinion of the CPM? A) The resignation card should never be a bluff. If it is being overplayed, then either CCP has gone way off the tracks, or you either need to HTFU or GTFO.
Q) A fellow CPM member has brought up an agenda during a meeting without your acknowledge beforehand while it is selling well to CCP you as a player know the idea is absolutely terrible for the game. A) Express that you have not heard the idea before, and have concerns. Request that the idea be reexamined at the next meeting once everyone has had time to consider it. If CCP wants to proceed immediately, then express your concerns fully.

Q) You as a CPM member has come across NDA information that not even the entire company knows due to lack of formalization of the information; Is it appropriate to... A) If it is information that they should know in order to do their job, then tell the appropriate devs. If it is sensitive information that should go through proper channels then keep the information to yourself, or consult with the people who know to insure that the people who donGÇÖt are going to be informed in an appropriate manner. (It may have slipped their minds.)
Q) You as a CPM member has come across some highly controversial NDA information intended for your ears eventually that was at the time of you hearing about it was supposed to be NDA to you as well and due to the second hand nature you cannot ask questions or fathom the whole purpose of the information. A) Inform the CCP employee who knows what is going on that you have received information on the subject prematurely (donGÇÖt disclose the source) and ask if they are ready to discuss it further. Sort of a GÇ£I heard this... is there anything you want to tell me at this time?GÇ¥ DonGÇÖt disclose it publically.
