If you pay attention there isn't a whole lot that PE's can make up for. Just check 360 degrees relatively often and you'll see who you want/need to kill and whether someone is following you.
Strongly disagree with you about this Eko. The lifeblood of the Scout is in not being seen, thus allowing them to dictate the engagement with their greater battlefield information.
On the Gallente Scout a Complex Profile Dampener is incredibly important. One, plus Max GalScout, brings you down to 20.08db, or in other words: avoids most Active Scanners and the majority of passive scans, only being spotted by high level CalScouts or GalLogis. This means that it is much easier to avoid the other Scouts (Gal, Main and Amarr) while also dodging vehicle scanners and low/mid spec'd CalScouts.
As far as the Precision Enhancers are concerned, I agree: Level 5 Enhancement will do you just fine.
Range Amplifiers, however, are still important. At Level 5 Amplification and GalScout, you've got 31.5m of passive range. That's decent and good in close in maps, but fitting a Complex Range Amp will put your range up to 45.6m which is not only a big difference but also majorly useful for the mid/long range scout.
Personally, I run the following suit to great effect in both a solo and squad support (functioning as the eyes) role: G-1 Scout
1x Standard Precision Enhancer (I only have L3 and this drops me to 34.5db, enough to scan brick-tanked Scouts or otherwise undampened ones)
Standard Combat Rifle Standard SMG Flux Grenades
1x Complex Profile Damp 1x Complex Range Amp 1x Complex Reactive Plate (for speed retention) or Complex Armour (if I want to be a little tougher, usually if I'm running with a Logi nearby)
I don't claim to be the best Scout ever, but this fit and general idea has served me well since 1.5. |

False. Motion has no impact on your Profile/Precision. Unless you have some evidence you'd like to share? |

Unless you have some evidence you'd like to share? just what iv noticed as i have scan attemp prevented with no dampners on It is much more likely to be a low-level Active Scanner, or a vehicle scanner if you have any points in Profile Dampening. |
