If you're not good enough to figure out how to kill a heavy, kill his Logi. That's the first step.
Heavies sacrifice speed, scanning and being scanned, as well as the size of their hit-box, all for just those two things: HP and power.
A basic remote explosive will kill any heavy in this game. Skill into them, they only cost about a week's worth of SP.
Grenades - No. Seeing as they have a 25% damage reduction to them and even if they were doing full damage they wouldn't kill sentinels... Remote explosives - Yes. The best counter on this list. Shotguns - Dubious. Yes on bad heavies, no on those that are decently equipped. Rail rifles - No. Combat rifles - Low chance. Mass drivers - Absolutely not. Laser rifles - Possible, but unlikely. Scrambler rifles - No. Have you even used a scrambler rifle? Asserting that being unable to kill a heavy with a scrambler rifle suggests that you haven't the faintest idea of how a scrambler rifle works.
A basic remote will not kill any heavy in the game.
The only thing heavies really sacrifice over mediums is a bit of speed. Hitboxes isn't really a major thing with aim assist, and medium frames will all be scanned by pretty much any form of scanning and none of them have viable scanning.
There is no viable counter to massing heavies on objectives without excellent organisation/skill - far, far more skill investment than the heavies put in. Remote explosives only go so far. Heavy spam wins objective games. Of all the roles in DUST, it's one of the lowest skill ones as well - the HMG barely requires aiming at this point.

Slowdown is a fair point - Yeah, they can strafe more effectively than heavies. Doesn't really matter against a heavy though because a HMG will hit you anyway.
Heavies can lone wolf just fine. I've been doing it all evening. Ammo usage is rarely a problem - on occasion stop by a supply depot or use a blue hive. The only times I really tend to run out (though I think I've probably trained ammo capacity) is when I've gone on a long killing spree on an objective completely unsupported.
