CCP could implement Concord-sponsored dropsuits. Concord is a neutral faction that is present in literally every corner of New Eden with the exception of Jove space, wormhole space, low, and null sec.

It's very informative and shows the level of involvement going on. What, you gonna bring in CONCORD weapons and vehicles as well? Also, that doesn't solve the problem with bonuses. Also, Mercs go through academies like the caps last time I checked. Therefore, wouldn't they use whatever equipment that academy has? Obviously they would. Academies are racial, so they would have racial gear to use.

If CCP had no problem bringing in a ship that doesn't require training up a specific race of ships as a prerequisite, then it shouldn't be a problem introducing a neutral suit into Legion.

In regards to your statement about rookie ships, CCP can just implement the Legion equivalent of rookie suits just like how Eve Online has rookie ships. The Ibis, the Velator, etc. That can work.
In regards to the academy, if CCP Z's progression system is implemented as stated in his Fanfest 2014 Progression Presentation (available on YouTube) then that means there will have to be a neutral academy along with neutral starter suits because the race will not be picked until AFTER you trained up a role.
Honestly, I see nothing wrong at all about implementing something neutral into the game. It's not like if it gets implemented then suddenly Satan emerges and we all start having demonic sex orgies after seeing Armageddon.
