Some numbers:
3x Clone Packs at 45m = 135m upfront cost
ISK paid out destroying 450 clones on a hub = 90m + ISK from clones lost while attacking (avg 80 attacker clones x 3 x 200k) = 183m ISK
Potentially profit after just taking one hub = 48m ISK
The ironic thing is the worse your KDR while still winning your fights the more likely a corp will turn a profit breaking into PC.
CEOs still have to organize their members and provide content to keep that corp logging in. I expect that many corps will begin to institute taxes in order to afford clone packs, vehicle replacement programs, player bonuses, etc. The age of ISK going straight to the corp wallet (the directors) from passive and then being doled out to members is indeed coming to an end. The age of 25 to 40m ISK a week paychecks from passive ISK is also coming to an end.

Nothing will change the fact that if you can't win then you won't earn anything.
I can run through the numbers on the current system if you'd like? They are much worse in terms of a corp getting a return on investment.
Current numbers:
3x Clone Packs at 36m = 108m upfront cost
ISK paid out destroying 450 clones on a hub = 45m + ISK from clones lost while attacking (avg 80 attacker clones x 3 x 100k) = 69m ISK
Potential profit after just taking one hub = -39m ISK
Days to wait until hub is full = 450 total - 70 remaining from attack / 80 = 5 days
Days of full clones without launching attacks needed to make profit for passive generation = 39m Cost / 8.8m ISK in clones sales per day = 5 days
That's 10 days you have to hold the district in order to turn a profit in addition to winning the initial matches.

The problem with this is that it would require UI in order to select the different size packs which means it would require a client side change, which isn't a possibility right now.

You would just end up with alt and shell corps spreading out who holds the districts. You also have to remember at it's highest number of owned districts ERA was actually representing Fatal Absolution, Teamplayers, Imperfects, Heaven's Lost Property, The Rainbow Effect, and Escrow Removal and Acquisition.

Actually, finally getting rid of passive ISK was a direct result of the DNS donut and the pursuit of 100% control, so I'd have to thank all the folks that decided to not fight eachother and remove people from PC for making this possible. You served your purpose well. Combining the fact that the two largest landholders giving up their districts should make these changes have some very interesting results and serve as a great base for monitoring the changes.

I'm sorry your vision is so narrow you can't see how to make ISK in the new environment. Heck I know even Zatara has some pretty creative plans to continue to make ISK. Players will find a way and passive ISK will be put to bed.
Also, not really "moving over to goons" since I've been there all along. Fact is that Roman, Espeon, and the other leaders deserve their time to run things. What happens to ERA is up to them and it's extremely clear.
Again, getting rid of passive ISK was the plan all along. Just needed a bit more firepower to lay the groundwork for a convincing argument and bluing up all of the best players in the game did the trick. Everyone was so willing to suck at the teat of passive ISK they were willing to do anything to protect it. Even destroy all of PC and everyone's access to it in the process while allying with people that they hated.

We've been living in Farmville 514 for over a year.
As the system stands right now if a defender no shows then you would still get payment for destroying 150 clones. Feedback from players seems to have stalled out the idea of only the killed clones counting but this may still end up being the case of an attacker no showing a battle yielding no ISK for the defender.
