i'm as guilty as anyone of having faith in ccp.
ccp praetorian and ccp rouge are here to bullshit you. I'm not holding my breath for all the promises, and I am certainly not playing DUST like I once did; however, I do hope that Legion gets made and gets made well. And in that hope is that they implement what I have laid out in this thread.

And in that hope is that they implement what I have laid out in this thread. They will have to make this game no matter what at this point. Bad enough that WoD got axed after 7 years and Dust being relegated to hotfixes in an already-aging PS3. If Legion doesn't get started at all or gets axed the same way, this will look terrible to not only the communities but also CCP's private investors. I don't think it is a "no matter what" scenario but I do think Legion is highly likely. I see the biggest challenge (as always) being money. With Dust not living up to their original vision, I am betting they will take a much harder look at what it would actually cost to make a FPS in their vision.

It's as simple as who can make more content faster and cheaper: CCP or the users/gamers
The answer is the users and gamers.
Just as they are seeing in EVE Online, give us tools and we will create the content. In EVE the get tools like Corporations and Alliances and war declarations and player run markets and mining and they get space stations and hangers to store fleets.
A major tool in the sandbox for FPSers is the ability to create custom matches and custom game modes. Both in Battle Arena Environments and in Planetary Conquest.
Imagine if you will: - You win a District in PC - You choose a timer window (7pm to 10pm EST) - You choose 1 of 5 options for a large socket and choose 1 of 5 available areas on the district to place it - You choose 2 different medium sockets and choose 2 of 5 available areas on the district to place them - You choose 4 different small sockets and choose 4 of 12 available areas on the district to place them - You place 4 large turrets around your map - You place 4 medium turrets around your map - You place 4 small turrets around your map - You place "objects" around the different areas of your district (with the exception that doorways and entrances are not blocked or barricaded ) -- These are things that can be placed anywhere (small/medium/large boxes, tank barricades, barriers, barrels, crates, ramps,etc. etc.) -- Each object costs a varying amount of "money" -- There is a limit/budget to how much you can "spend" (you can have 20 small boxes that cost $5 each or 5 large boxes that cost $20 each and your budget is $100, etc. etc.)
and ta-da, you now have a unique district that was customized by the players for the PC type game mode. This can obviously be expended much more for arena type battles with much more customization for tournaments...
