Thought this might be an interesting discussion for the current and hopeful CPM members.
Dust 514 was launched with a ridiculous amount of hype. There was a novel, and epic trailer, an amazing live demonstration, a Chief Marketing Officer giddily making comments about Dust + EVE creating the largest gaming universe ever, a huge list of features that were "coming soon" - and then a couple years of vast non-delivery.
Project Legion was announced with relatively little fanfare and the only promise that was made was that it "may become a product".
It's obvious that CCP has learned their lesson about keeping their mouths shut regarding things that might not be feasible (this seemed apparently throughout fanfest actually).
The only problem I can see is that it is hard to demonstrate support for something we don't know a huge amount about. I'm not talking about needing to know all the tiny details that haven't be confirmed anyway, but what is the vision for Legion? Is it the same as Dust514?
I presume that this is all in some degree of flux at the moment, so it seems the perfect opportunity to influence these initial important steps.
So I guess my two questions are. What should Legion be when it launches? Where should it be heading? |

I'll take a run at this, since it IS a big deal to pretty much every DUST player, whether they support Legion or not... What have we been given up for?
Legion should be a step forward. CCP should take everything that was RIGHT in DUST, remove the cancerous growths that were WRONG, and put in at least HALF of what DUST was supposed to be for launch.
To elaborate (I love elaborating don't I?):
Legion should get stuff such as MTACs, MAVs, Gunships / Fighters at Launch. It should have multiple planet types, and it should have a player counts higher than 16 v 16. It should have higher level graphics, but scalable down to what we have now so that older machines can easily run it. It should have a workable Conquest System that a) favours the defenders, b) has no passive income (in fact I believe it should cost to hold Sovereignty) with ACTIVE ISK gain for the districts. It should also have a Player Market. Player Vs. Environment.
As a baseline, it should also have an good New Player Experience and tutorial set.
This is the absolute baseline of features that should be in. With some possibly subbed out for others that are to be added later.
Where it should be heading. Well, it should be getting better. What features I would list as being longer term goals are many, but here I'll give up 3:
Customization of 'Owned' Districts We should be able to define what, where, and how our districts are laid out. Similarly to how an EVE Empire upgrades and installs Infrastructure hubs, these upgrades don't increase passive gains, but instead increase active gains by spawning more enemies, better enemies, better minerals, more minerals, etc. While the exact same model may not work in Legion as it does in EVE, something like this would be good. Also on top of this, the ability to set up semi-permanent defences. Walls, AA guns, Turrets, etc to defend against attacks.
Geographical War The location should matter when launching a ground assault. Most especially without EVE support as you are striking across the ground. Whether it be that you have to travel some time in an Open World Environment, or that you can only strike adjacent Districts, some form of geographic is needed to establish battlefronts, emergent battlegrounds, and prevent the ability to simple conquer the entire map in a short span.
Last, but not least, Open World. I've put this forward before, and I'll do it again. To have a truly emergent Sandbox, you need the ability to travel, move around, blockade 'gates', and otherwise interact with the world of New Eden outside of instanced battles. This is likely an extremely long-term goal, but one I believe that needs to be striven for.
Adding onto this, the interaction with EVE needs to be more intense, more fulfilling, and beneficial both ways, WITHOUT detrimental effect to either game due to either a) lack of interest, or b) deliberate acts on the other's behalf to sabotage the other. (This does not include griefing, market PvP or other forms of 'acceptable' sabotage.) But effects things such as 'Equality of Influence' If EVE can seriously impact Legion in some unignorable negative way, Legion should have -

What I would also like to see is a joint system of governance between EVE and Legion Corporation Leaders. Currently, DUST has very few roles in regards to Corporate Leadership. And even as a Director, you do not have every ability that an EVE Director has. So parity on these roles is also paramount in my honest opinion.
Adding a short-ish wishlist, I would also like to see: - Skyfire Batteries - Non-Timer Based Conquest (Moving to a system more akin to EVE, and not DUST's current 'choose when you can be attacked' method.) - The ability to move more fluidly. Vault rails, go prone, dive, ledge grab, slide, roll. Giving us 'Legionaires' a much more dynamic way to move around a battlefield, and making combat that much more intersting. - A Cover System. People bash cover systems, but when developing a tactical shooter, the tactic of surviving and hiding behind cover is immensely integral to most tactical plans. It also increases the force factor of clone numbers, and provides a much more immesrsive environment. Clone Soldiers, even if they do not regard their lives as 'sacred' know that each death is something that costs. Whether it be ISK, position, or tactical advantage, and taking cover means that you can mitigate that cost.

I'll open by saying, whatever form Legion finally takes it should be a successor and extension to Dust 514 in more than name only. Legion should maintain the persistence of Dust 514.
Now on to the rest;
Project Legion is currently a 'soft promise' of the potential in Dust finally seeing the light of day. Adding promised content still absent from dust, starting with things like maps and game modes (PvE anyone?) and expanding into aspects such as Pilot and Commander suits, diverse eWar options, a full range of vehicles, et al.
More than that Legion should smooth the rough edges, both within balance and within the UI. Lag is a semi-constant within online gaming but moves to minimize it further, enhance matchmaking, rendering, hit detection, et al will be key.
It is hard to comment on anything in more than a general way this early in the project, but those aspects are central and I think most of the community would agree with that (especially if Legion keeps an eye to an eventual inclusion of PS4 support, as it hopefully will).
Ultimately the heart of what Project Legion needs to do, is the heart of what every New Eden project needs to do, preserve the persistence and fidelity of the sandbox.
Without the sandbox player choices are throttled and emergent game-play stifled. Without persistence even true sandbox play has its meaning rapidly eroded.
In the case of Legion it's unique and tricky in that it's building on the back and work of Dust 514 so it has a responsibility to the current community here not to throw away all our work both in game and out. Legion won't be a straight port of Dust, nor should it be, but it should provide both contextual and tangible in game persistence for all current Dust Mercs that migrate into Legion as it rolls out.

I could go into massive amounts of depth here in my answer but I don't think its really required because there is so little we know about Legion at the moment.
So, what should Legion be at launch?
Working and as bug free as possible.
And as to direction... We know where it needs to go. It should be able to fulfil and exceed our expectation. With a meaningful link to Eve rather than the slight one we have now. It needs to part of New Eden but unafraid to do things it's own way.
It should be as inclusive as possible, allowing for old players and new without favouring one over the other.
It must not be pay to win and have an easily understood payment system.
And its development on PC should be its only focus right now. Most would like a console version and I'm sure it'll happen at some point. But all of CCP's time should be devoted to making the game as great on the PC as they can. The consoles can come later.
I've been urging CCP to own their own choices for over two years. They chose PC, they need to show us why.
