CCP is too busy figuring out how to deal with Sony's legal team pursuing them for breach of contract related to exclusivity on PS and the announcement of EVE: Legion.
I'm surprised you're still asking for support in an unsupported game.
Buy a PS4 and don't look back.

You can see Dust 514 advertised as a "Playstation Exclusive" on the box art. To use this terminology, they had to sign an exclusivity contract with Sony. I don't have that contract, but I'm sure it came with a whole plethora of fine print which allows Sony to pursue legal action should this exclusivity be breached.
I don't have time to dig through all the blue forum posts, but you can find lots of examples of CCP employees reminding us that Legion is not "green lit" and that "it may not happen" --- Same exact game, same exact models, same exact maps, yet re-branded under a different name to try and avoid the legal fallout that comes with breaching an exclusivity contract. Additionally, Sony did their research on the keynote and has been (rightly) refunding player's aurum purchases (some dating as far back as one year) - which means they believe the players have been defrauded. It also means that Sony has the spotlight on CCP to see how they will respond.
It's not too much more of a step for Sony to take their own legal action if CCP is attempting to skirt their contract by renaming their product to "Legion". Based on CCP's shaky response on the project happening, I'd be willing to bet that their lawyers may be saying the same thing. They'd need to ground-up build a brand new game (see you in 2018) or they port "as-is" to PC and Legion is just a bunch of copy-pasta Dust 514 code.
I don't think Sony has said they are going to pursue legal action, but I damn well think they've sent CCP some strongly worded letters reminding them of their contracted obligations.

Then if this is true, CCP doesn't even have faith in itself. If the only thing holding them back is "focus and priorities", you would expect the CEO of the company to have enough faith to green light this project. This is potentially possible, given Hilmar's incredibly low ranking of 36% approval within the company.
Although it's possible that the CEO doesn't have faith in the company, I don't see this as being a positive alternative to what I suggested.
So CCP is so disorganized that they got to the stage of cancelling the Dust 514 keynote in favor of EVE: Legion. However, the CEO didn't have the faith in their focus or priorities to actually approve them to complete the project? What a wonderful alternative that is... Given his approval rating within the company, I agree that is possible but improbable.
I'd like to think it isn't actually that bad and that Hilmar's response is just damage control trying to cover CCP's ass while they figure out how to proceed without legally ******* themselves. Of course he's going to say "yes, we can do this" - The CEO of the company isn't going to tell some blogger that he may be breaching contract with Sony. Afterall, it's EVE: Legion, not DUST 514! They're two completely different games remember..? The quote leaves a lot of room for interpretation. Let's just hope CCP isn't continuing their trend of just copying and pasting and calling it coding...
Regardless... They cancelled the Dust 514 keynote and replaced it with EVE: Legion and then proceeded to say that this is just a "maybe" and it's not "green lit" -- That shows massive problems within the structure of the company. It really doesn't matter where those problems are, I'm just giving one possible alternative to the mainstream concept of them just being a poorly run company.
