The safe bet would be to say a mid-range PC will run it, but there is zero point trying to identify specific mid-range components right now, because in six months time, they will change.
Just have in mind that the budget will be for something around a mid-range PC. It may be less, it may be more, just start saving if you intend to buy something to play it on.
Ya I'll have to upgrade my PC sometime this year, I'll upgrade it slowly though since we probably won't see Legion for a year or more. ( Hoping for a beta this year though)

Most likely yes, seeing as though it's a Sony Morpheus and not a Playstation Morpheus. Hell, most PS things you can use with a PC, so like that'll matter.
