For instance, in the rain there might be pools of water where normally there were just small ditches, blocking off your normal paths. Another example would be high winds causing a sand/snowstorm which limits long-range visibility, turning a normally wide and open map into a mask for you to sneak up behind their defences easily, or to allow sentinels the freedom of walking in the middle of the street without getting shot at from super far away.
This is already done in Eve's wormholes and in fact you can see it in Legion's trailer (or at least the b-roll for it)
No randomness, everyone has the same conditions as always, the conditions themselves are changed however. What you want to do is pick out some aspect of gameplay and multiply its impact on the game, in CCP's example above they picked out "thermal", or specifically, lasers. Lasers get a simultaneous nerf and buff, that, depending on the exact numbers, would make them overall more effective albeit requiring a different playstyle, while every other weapon type gets an all around nerf. As a secondary effect, effective stamina is reduced. Eve's Wormholes are a good jumping off point for the types of environments to find in Legion.
Extend this to other possible planetary events:
Worldwide Storm - This planet's extreme makeup (nearly all water or all sand/loose dirt) results in extreme worldwide storms. Decreased % scan radius, increased scan profile, increased dampening module bonus. The right numbers in play here make this planet a light stealth paradise, light suits, especially those fit for stealth, end up even more buffed while heavy suits end up even more nerfed in terms of stealth. Awareness is key here as it is likely your radar will do no good.
Irradiated Planet - Past nuclear bombardment has resulted in a toxic environment for materials as well as unstable electromagnetic properties. All around nerfs on armor repair effectiveness, shields receive a capacity nerf but a recharge buff, EM based damage is boosted slightly. Shield charge tanking is very effective here while shield buffer tanking is broken, note that armor buffer tanking can still be effective, especially since it is less susceptible to the EM damage buff.
