Dust is based on SP earned either passively or through WP in battle. SP is spent on the Skill Tree to improve the abilities of your Merc (until they Gank the role out from under you).
Legion will not use a Skill Tree and the SP will be meaningless there. Your improved functionality will be obtained by getting better gear (much like Borderlands does although they have a Skill Tree as well). The acquisition of better gear has been clearly demonstrated to various industry journalists as a point and click Salvage operation of battle debris fields.
The sandbox part of the game will allow Legionnaires to find a spot to attempt to salvage gear based on the security level of New Eden they are comfortable playing in. They will be easy prey for the Pod Peeps with their Spreadsheet Spaaace Ships. So safe if best in the beginning.
CCP Rouge is attempting to sell their PR reaction to the incredibly bad announcement of Legion during the keynote titled Dust that contained nothing except Legion related news. So he is shuffling.
Think of anything he says in the next few months as the actions of a KB/M Scout. Dodging so fast the game engine cannot get a hit because of the lag between the clients and the server.
You are the Blue Berry trying to get a hit, he is the Scout ensuring that you don't.

I'm always fascinated to read all about how you know more about Dust and Legion's future than "a high level manager." at CCP. [/sarcasm] I've never read a post of yours, Kal, that didn't display the sort of myopic distortion some people with some technical expertise so frequently display. You sound like you're good at what you do, but you didn't build Eve or Dust. I presume you won't be part of the team building Legion.
You are partially correct though, in that none of us really know what Legion will really wind up looking like. How could we? Its what? one, two..., maybe three years into the future, given how slowly Dust was developed and released?
We all knew the PS3 wasn't going to be hitched to a personal computer game forever. IMHO, all of the talk about Legion being a separate game from Dust514 looks blatantly driven by a legal advisor; i.e. CCP doesn't want Sony coming back someday and demanding a share of whatever profits they get out of Legion. It makes perfect sense that CCP would want a clean break from their agreements with Sony.
Is CCP Rougue in damage control mode? Sure. The community inferred all sorts of things from his "Dust" keynote. CCP has clarified, answering the two biggest questions regarding future patching and development of Dust514 and migration to Legion. I absolutely agree that it was boneheaded of them not to anticipate and answer those questions on the first day of fanfest, but I'm not terribly surprised that CCP would botch this aspect of the Legion announcement. Even talented geeks are human an prone to error, especially outside their area of expertise.

The cynic in me speculatively attributes this not to a temper tantrum thrown by players on the forums, but to a call to someone at CCP from someone at Sony asking, "Why are our shared customers demanding PSN refunds for false advertising? This is costing us money."

At the Dust keynote, they specifically stated that there would be SP. They even showed it on the damn screen......

PS ~ If Legion, which is likely two or more years out, does include a skill system and transfers SP from D514 as well as assets then there's no major reason for objection. After all being able to play on both PC and PS4 should open the door up for many players. If on the other hand we are stripped of assets, SP or persistent sandbox play from D514 then it is indeed wasted time and investment in game. So really it comes down to how CCP handles taking our feedback and incorporating it into Legion, one is actually a win-win for players and Devs, the other path will essentially be a breach of trust.

Yes, they even went into more detail about the SP and the skill tree progression using the SP on the Dust 514: Progression (Mostly Legion) presentation and QA.
