When will CCP learn from its mistakes? And when will the community stop trying to kill its own gaem? Don't you want more players?

The issues you are concerned with are completely understandable. However, what you're proposing won't solve anything, it will merely postpone the problem, at best. On top of that, it will completely (and, you have to admit, justifiably) enrage many people who invested a lot of their time and money to develop their characters.
EVE has the same problem for years. In fact, EVE has the same problem increased by several-fold. And it solves it quite simply. It enables veterans to have better things to do other than harassing and stomping noobs. There's no particular game mechanic that stops them from doing so - they simply have better things to do. Who would want to harass noobs, when they can blow up capital ships in 0.0, or make billions of ISK in profit by farming wormhole anomalies? Give similar content to Legion veterans, and you will solve the problem.
