Specifically addressing the second point/question answered by Rouge, perhaps more of a suggestion than a question, but if you're working on Legion, why not use the work from that to implement some new things into Dust? Legion is obviously the more advanced game, sporting better graphics and much more detailed environment, but without having to look very deep, it's Dust, through and through. The tech demon could easily be recognized as Dust by anyone who has played the game, even the map shown was pulled straight from Dust and improved upon, so here's my point. Why not use some of the things, perhaps new vehicles and weapons and such, and bring them to Dust? Perhaps even new maps. I don't know if this counts as major updates, but if one game is a more polished version of the other, why not use the work done on one to improve the other? This could be used to continue testing and balancing vehicles and weapons in Dust so that when Legion drops, it will be polished and less work will need to be done to fix certain issues such as weapons behind overpowered, plus it would give the Dust players something to continue enjoy, even more so for those who don't have a PC.
I certainly hope this game comes to the PS4 as well in time and that such an introduction isn't delayed too greatly. I might be annoyed by what has been done in this case, but I still have an interest in the game and would like to enjoy it further in the future. I don't however enjoy it enough to buy a PC, and thus I look forward to seeing it on that shiny black new console of Sony's.
Also, it has been asked, but could any information be given on the business model? Will it be a subscription fee, free to play, or perhaps the usual $60's that most new games run for? I'd personally love to see a mix of purchase price and the current free to play model, subscription fees aren't exactly appealing to a lot of console gamers, myself included.

So everyone that ever joins this game will join at the same time and progress at the same rate? Oh, and will this move also negate all skill involved as well, setting everyone back down to the same level? Will squads stop working together and communicating if the other team has no organized units?
Skill > Squads > Proto Gear
That stomp is still going to happen, whether you reset everyone or not. A reset will just mean the worse of it will be delayed for a few days, or a few weeks at best.
