The Dust 514 Progression presentation outlined plans to lock equipment and weapons behind specific suits and assets in order to remove the ability to make your own fit until you reach the end of each specialization.
As an example, to use a Combat Rifle as a Caldari player, you would need to spec into a Minmatar suit first.
Also, all suits will now be unlimited BPOs, and the levels on skills are being removed because they're too complicated.

Besides, if Legion is the successor to Dust, why would they need to change this anyway? The concept of impermanence of virtually everything in this game is what makes it unique.

I agree, but in all seriousness, the way they've handled this is just too bad to comment on. They'll be developing Legion and putting 'what is possible' into DUST 514... meaning most likely of all the things they put into Legion, optimistically 1 of every four will actually make it into DUST.
If I was being a pessimist I'd go 1 in 10...

I tend to agree. The proposed changes sounded an awful lot like your typical modern MMO nonsense where players are not trusted to make any meaningful decisions until end-game if at all.
"Your suit is your character"
Not it's not. In New Eden it's a repleacable piece of equipment just like everything else. I and my decisions define my character, not one of eight presets you try to shoe horn me in.
You can take a benign object, -you can take a cheeseburger and deconstruct it to its source...

I mean, just a day before they announced gutting the current Progression and Fitting mechanics and turning them into what I described, there was a New Player Experience presentation for EVE where they brainstormed and talked about all kinds of ways to integrate more information about the game into the first few hours of play so the game could be better explained to the player.
They stated from the start that they want to teach players how to handle the current level of complexity, not try and dumb the game down to remove the learning aspect.
Why is that -exactly- what the Dust team now says is the right idea? Why would another division of the same company not follow the example of the Reykjavik team?
