Sony likely won't allow direct character transfer, but that doesn't mean a workaround is out of the question. Here's crazy uncle Hobo's opinion on how "character" transfer should go, hopefully in a way that works for us and CCP:
Creating a character name on Legion that matches a current Dust character will create a code prompt before the character is finalized.
This code will be generated and sent via in-game mail to the Dust character.
Entering the code will immediately biomass the Dust character, as well as transfer whichever stats/items CCP wants to the new Legion character.
As far as what transfers, Legion will have Common, Uncommon, and Rare items. Officer weapons in Dust should naturally translate to rares; aurum weapons and suits can translate to "uncommon" equivalents. Isk and isk purchasable items are lost. BPO items can either translate to a set number of "uncommon" items or switch over with their functionality changed to work like Eve BPOs. I figure Legion will implement boosters much the same way Dust does, so any unused boosters in the Dust players inventory should also transfer over. Aurum transfer would be great, but I have a feeling Sony wouldn't allow it.
Personally, I think boosters should also be the answer to any kind of SP transfer. Rather than have a bunch of 30+ million SP people maxing out half their skills the day Legion goes active, CCP can credit the Legion player with a number of boosters based on the Dust alts SP at the time of transfer. It will almost certainly be a net loss though, perhaps 30 days of active and passive boosters for every 5 million SP on the Dust character. If Legion has a working market at launch, this would even give the player the option of trading the booster for startup isk.

though probably not the best
