 As an aspiring Amarr scout, I see many uses for having extra stamina, so I would like to keep the current bonus so as to not overhaul things entirely. Although, as others have pointed out, the current numbers are ludicrously low. So I propose:
 
 1. Double the current bonus from 5% / 5% to 10% / 10% to stamina regen rate and max stamina per level.
 
 2. Add +1 armor repair per level (old logistics bonus).
 
 Theses bonuses further emphasize the "tanky scout", keep the Amarr high-stamina philosophy while making it actually noticeable, and is not necissarily overpowered. If the armor repair bonus seems excessive, leave the existing bonus where it is or alternatively, just quadruple the current bonus so that at lvl 5 it is the equivalent bonus to having a Complex Cardiac Regulator fitted (100/100). At the moment it is actually less than fitting a Militia Cardiac Regulator (50/25).

 Not really a scout bonus (the reps) and it's still a poor man's Gallente scout.
 
 I always liked Covert uplinks (or equipment) or pistol bonus. But that's just me.

 Gallente should be the repper group, so, no to that on lore.
 
 Some bonus to plating could work, though it wouldn't make sense when compared with scout bonuses as a whole, though they really don't all add up as is.
 
 Increasing the bonus amount to stamina, sure, why the hell not. 20% per level isn't bad, as you pointed out, its just a complex module, which is about even with all the other Scouts.

Naa just nerf the other scouts stamina regeneration because CCP really did f up what makes Amarr the Amarr in dust when they boosted the regen on all matar suits passed us

 Bonus to max deployable equipment and max derployable equipment deployed at once. In Templar One the Amarr Scouts are laying equipment all the time, so that just screams equipment bonus. And it's not stealing a logi's job because scouts are more "uplinky" than logis are (save amarr).
