 Why? once you get the basic frame skill to 3 for unlocking specializations, level 4 and 5 are pointless; sure 5 unlocks a proto suit, but the specilization proto suits are just plain superior in every way because of the bonuses (basic medium < assault, basic light < scout, basic heavy < sentinel). Having a bonus on the basic frame skill that also affects the specializations would definitely make the skill worth it.
 Also, I hope one day there will only be militia and standard tier for dropsuits (though with slots and stat of advanced and prototype dropsuits), if standard is unlocked at level 1, and specializations are unlocked at level 3, level 4 and 5 would serve no purpose (since there would be no prototype) if there is no bonus. This idea would make tiercide work better.

 Light:
 Amarr: 5% biotic module efficacy per level (could also just make the basic light bonus the current Amarr scout stamina bonus, and give the Amarr scout a good bonus)
 Caldari: 5% reduction of precision and range modules PG/CPU per level
 Gallente: 5% reduction of profile dampener PG/CPU per level
 Minmatar: +10 melee damage per level
 *Effects basic lights, scouts, and future light specializations*
 
 Medium
 Amarr: 5% reduction of armor plate PG/CPU reduction per level
 Caldari: 10% decrease in shield recharge rate per level
 Gallente: +1 armor repair rate per level
 Minmatar: 5% damage modifier module efficacy per level
 *Effects basic mediums, assaults, logistics, and future medium specializations*
 
 Heavy
 Amarr: 3% armor plate efficacy per level
 Caldari: 3% shield extender efficacy per level
 Gallente: 10% armor plate speed penalty reduction per level
 Minmatar: 5% increase in shield recharge rate per level
 *Effects basic heavies, sentinels, commandos, and future medium specializations*
 Slight problem.
 
 The description for basics says they specialize in nothing.
 Any bonus would make the description a lie.
 
 reduction of suit cost is the only thing you can do.
 
 The message will be:
 -you can use basics while cheaper,they lose to specialists
 -you can use specialists,but it'll cost more
 
 
 That way specialists are paying for the suit and the bonus,but basics are only paying for the suit.
